Researcher. Coordinated the evaluation of private foundation-led education programs and policies in Brazil. Managed relationship with funders, maintained ongoing contact with policymakers, did interviews (+150 people), data analysis, and report presentation. The project involved cleaning, modeling and analyzing large Brazilian datasets, including education census, SAEB, and state-level data.

Selected recent projects:Omydiar Network/ Lemann Foundation: Designed an initiative focused on financing and promoting evaluation of products of technology for education in Brazil;Instituto Natura: co-designed the innovation area of the institute. Instituto Vila Educação: evaluated the implementation of Programa Compasso, a Brazilian version of the program Second Step (SEL program for elementary schools). Interviewed +50 people in 3 Brazilian states.

CIEB is a Brazilian institution focused on fostering innovation for public education. It was created and is sustained by leading Brazilian NGOs such as Fundação Lemann, Instituto Natura and Instituto Península. Main projects:•Co-created the National Policy on Innovation and Technology for Education (launched by the Ministry of Education in November 2017);• Designed and implemented an online tool to assess the use of technology for education, which was used by +14,000 schools in 17 Brazilian States in the first year only. It has since become adopted in all Brazilian public schools.• Coordinated the working group of the technology representatives of the Departments of Education of the 27 Brazilian States.

• Mapped and analyzed +50 Brazilian youth employment initiatives led by the government, the private sector and NGOs;• Wrote final analytical report on youth employment initiatives in Brazil.

Supported the Bahia government on their process to create a monitoring & evaluation system of gender equality and racial diversity policies. Tasks developed included:• Mapped local programs of gender-based violence prevention and promotion of racial equality in Bahia;• Created projects’ indicators of products, results and impact;• Negotiated with different Secretaries to create an integrated system of policies monitoring & evaluation.

Consultant with the Labor Markets & Social Security Unit of the IADB. Responsible in Brazil for projects related to technical education, labor intermediation and pensions. Main activities:• Responsible for two technical cooperations projects (BR-T1253 e BR-T1298, summing up US$ 1 million). Activities included coordinating financial implementation, hiring and supervising 9 consultants.• Leading part of the technical proposal of a U$ 71 million loan project with the State of Ceará. The program is focused at connecting and improving social and labor policies;• Writing technical studies and country strategy reports.

• Provided research and technical inputs to country strategies (Mexico and Brazil), grant projects (Haiti), loans (Mexico and Bolivia) and regional technical cooperation (Argentina). • Research and financial coordinator of a U$ 466,000 project (“Improving Training and Labor Intermediation Policies in Latin America and the Caribbean”): weekly financial reporting and TOR writing. • Co-wrote the operational guidelines of the “Training and Technical Assistance Services for Micro, Small and Medium Enterprises” component of a Haiti project (“Business Development and Training Services Program for Investment” – HA-L1057). • Supported the writing of publications on key labor market issues: labor intermediation/ public employment services, post-crisis labor market policies, international labor migration, adult and youth employment training; • Participated in project development (Jamaica) and supervision missions (Mexico): meeting with government authorities and writing back-to-office reports.

• Monitored the achievement of financial and substantial goals of two major loans: one related to the support of Mexican’s Labor Intermediation System (PACE II – U$ 250,000,000) and the other one to the redesign of Mexican technical education system (PROFORHCOM II – U$ 100,000,000). • Provided logistic support for supervision missions and meeting of the IADB with Mexican, Bolivian and Colombian government representatives. • Research regarding Mexican economy, labor markets and international migration: data collection and statistical analysis for the preparation of official documents.
