Project ManagerState Of Montana Feb 2023 - Apr 2023Helena, Montana, UsThe Montana Department of Transportation (MDT) is one of the largest government agencies in the state, overseeing the construction and maintenance of Montana’s expansive transportation infrastructure. They receive approximately $400M a year in federal funding from the US Department of Transportation’s Federal Highway Administration (FWHA).In 2015, FHWA performed a review to determine whether the MDT project authorization and billing processes were in accordance with applicable federal statutes and regulations. The review identified the current MDT systems do not contain all required internal controls and processes to ensure Federal fund obligations and expenditures comply with requirements. By not addressing the compliance issues identified, MDT could lose the ability to bill FHWA for federal reimbursement until the issues are remedied, resulting in the Highways State Special Revenue Account funding 100% of the federal-aid program.To address FHWA’s concerns and not lose federal funding, modernization of MDT’s IT systems was necessary. They embarked an a journey to replace their human resource, finance, procurement, and billing systems by migrating onto the State of Montana’s PeopleSoft enterprise system, referred to as the Statewide Accounting, Budgeting and Human Resources Systems (SABHRS). The goal of the project was to standardize their business processes and reduce the number of legacy systems in and effort to improve the accuracy of their billing and reporting to the FHWA. After more than two years into the implementation, progress with MDT’s existing SI at the time stalled. MDT leadership recognized they needed help to get the project back on track and engaged Oracle Consulting to conduct a Health Check. Oracle’s Health Check services identify program, project, application and architectural design deficiencies, the maturity of the implementation, and provide recommendations needed to restart a project’s trajectory. -
