Check plans, special provisions, and bid items for compliance with standard City and NCDOT policy and procedures. Work as liaison between consultant and other City departments. Provide onsite evaluations of compliance with the project design parameters, and also conduct site visits during construction. Perform routine mathematical calculations, use standard drafting hardware and software (computer with MS Office Suite). Work with other City departments to facilitate project schedules. Provide customer service to affected citizens of the City in a timely manner. Schedule pre-bid and bid opening meetings, review bids for conformance with local, state and federal standards, work with MWBE representatives to ensure Good Faith Efforts are met, issue Notice of Award and Notice to Proceed. Act as the main point of contact for designers, client department, the Chief Design Engineer, field inspectors, and contractors. Provide necessary expertise for plan review and creation of the bid specifications to ensure consistency between the plans, bid documents and bid items. Work with staff to create specifications and standards for material and projects for use on projects. Attend pre-bid and preconstruction meetings. Work with prime and subcontractors to ensure submittals are accurate and complete. Provide guidance/direction to subordinate as relates to scheduling for meetings, submitting plans and bid docs to the plan room, answering questions from staff, client department representative, contractors and consultants. Print, assemble, and distribute construction plans and specifications along with relative addenda. Assist with compiling construction-related documents (e.g. contract specifications, bid items, and construction plans) for projects pertaining to the roadway, water, sewer, sidewalks, walking trails, etc. and submit them for bids by private contractors.
