About Danny Leow

Having delivered large-scale ICT projects over the last 19 years of my career in various regions across the globe, I’ve learned that some of the most important skills and abilities for a global leader in the industry to possess include a keen understanding of customer experience, a culturally sensitive approach to team leadership, sensitivity to the various layers of governance and regulations, financial literacy especially regarding capital and operational expenses, vigilance regarding risks, and of course a breadth and depth of technological knowledge (and a commitment to keep up with ever-expanding developments). These are the skills I’ve relied on to exceed the goals and expectations for the projects I’ve delivered in Saudi Arabia, the Philippines, and other regions. Highly skilled in change management, performance management, pricing strategies, contract negotiation, vendor relations, policy development, and risk management, I’ve had consistent success rolling out high quality products and completing multi-million-dollar contracts well within budget and time requirements. I specialize in formulating and executing plans that are strategically developed to meet the requirements in each unique circumstance.

Listed skills include Telecommunications, Wireless, 2G, Gsm, and 46 others.

Guiding a team of 125 team members to oversee the backbone to a Smart Nation

Mar 2019 - Present

Operations Consultant | Project Manager

Various Engagement

Philippines

During this period, I have been applying skills in project management and in-depth business plan development in a creative new area. After a brief yet thorough market research, I began devising ways for property owners to maximize the profit-generating potential of residential and vacation properties. I liaise between property owners and companies including but not limited to Airbnb, and I plan and direct the entire scope of each project, delivering custom strategies that keep occupancy full and achieve top customer ratings. The success I’ve achieved requires constant monitoring of financial indicators and frequent adaptation of budgeting strategies.

Sep 2017 - Mar 2019

Principal Consultant For Service Operations Centre

Shenzhen

Joined Huawei in search of the best approach to develop the best data network. As a former representative for one of Huawei’s first customers, I had the opportunity to bring a client’s perspective to the planning and development of the organization’s first managed services operations centre in a new market – Saudi Arabia. I devised a way to utilize the big data on user behavior to achieve a deeper understanding of customer experience as well as more comprehensive business intelligence. I guided the development of this project’s standard policies and operational procedures with a strong focus on optimizing the customer’s experience, then mentored teams across functions to concentrate on service operations over traditional network operations, and I created an all-inclusive model uniquely tailored to the region that integrated both. This approach led to the creation of an innovative Network Function Virtualization solution. Some of my main contributions were: • In partnership with Accenture, I researched and co-authored Huawei Business Transformation Framework. I provided expertise on policy framework, governance, risks and business operations controls. • Leading a team of 15 sales professionals, I initiated an engagement that led to the first Service Operations Centre commercial deployment in South-East Asia, valued at USD19M.• I identified and successfully pursued various other business opportunities, one of which led to USD 34M contract.• My leadership was instrumental in achieving TM Forum certification for Service Quality Management for Huawei.

Jul 2012 - Aug 2017

Director Of Operations Optimization

Manila

Assigned to transform Globe's operations resiliency and robustness, I collaborated with third party service providers to develop Managed Services operations policies for the first radio access network in the Philippines to exceed 2000 base stations. This entailed restructuring the business processes of a national-scale network. Guiding a team of 50 engineers, I ensured all customer experience issues were resolved or averted, including call setup failures and dropped calls. I led the upgrade of 750 cells and optimization of 262 new 2G and 3G sites. The Performance Management Team I established and trained consistently identified and corrected anomalies within the network prior to client-side impacts. This was a direct result of comprehensive strategies I developed that delivered continuous service with minimal interruptions throughout modernization process.• I implemented procedures that reduced 2G drop call rate by 36% and call setup failure rate by 210%.• My team increased 3G HSDPA Accessibility from 96% to more than 98%.• My diligent attention ensured that 98.34% of complaints were resolved to customer satisfaction over the course of the project.

Sep 2010 - Jun 2012

Project Director

Philippines

I planned and implemented the modernization of a transmission network comprised of 1000+ base stations. This involved improving existing planning, procurement, and operations processes, as well as introducing new methods. Upon beginning this project, I examined vendor contracts for cost-reduction opportunities, and went on to perceive that some major restructuring would be beneficial and so I re-strategized the business processes and also implemented new mitigation measures that reduced catastrophic outages. I led five teams of five engineers to implement three new regional transmission rings. These rings expanded the overall network’s capacity and proved vital to its resiliency. Under my guidance, our team completed the program within seven months and within a 26 million-dollar budget.• The network modernization strategies I implemented for a new vendor proved so efficient and yielded such high-quality results that the overall process I devised became the blueprint for the transformation of the organization’s entire network. This positioned Globe to become largest mobile operator in Philippines.• My team delivered lowest TCO rates within organization's network (1000+ base stations). For this, we earned recognition for delivering top Radio Access Network Performance across 5 regions.• The solutions I provided led to a reduction in catastrophic outages by over 50%.

May 2009 - Sep 2010

Senior Manager

Singapore

Applied technologically advanced CDMA2000 data network construction knowledge to improve SingTel data network. Directed the capital and operational expenditures (CAPEX and OPEX) of a national Radio Access Network. Leading a team of 7 professionals, I planned and delivered a mobile IP transmission backhaul for HSDPA and integrated 111 3G and 71 2G sites. This involved migrating from traditional TDM to IP for 619 base station sites. I conducted feasibility studies on emergent wireless technologies including TD-CDMA and provided network optimization expertise to regional managers. I also mentored teams across the organization in benchmarking exercises. • As these backhauls and integrations involved significant changes to Singapore Telecom’s SOPs, I was recognized as a change agent for successfully communicating the executive management's transformational goals across the organization at a critical time.
