Bio Information:Danny Payne, a native Texan, has served over 57 combined years in the Texas financial industry and bank regulatory arena. He has been at the helm as President and CEO of several banks and savings banks (both state and federal), and has an extensive commercial banking and residential mortgage lending background, as well as commercial banker, mortgage banker, broker and state of Texas regulator. As their Chairman, he was the recipient of the John T. Mahone Award for Outstanding Achievement from the Texas Savings and Community Bankers Association. While serving as a member of the Texas Bankers Association Community Bank Board, and as a President/CEO of an Austin commerical bank, his bank received the Texas Bankers Association’s Cornerstone Award for outstanding community service. He served as the State of Texas’ first Mortgage Broker Licensing Director in 1999 before returning to the private banking sector. He was urged back to public service in 2004 and was sworn in by Governor Rick Perry as Commissioner of the Texas Department of Savings Banks and Mortgage Lending. He retired from public service in Dec. 2007, with he and his agency receiving record top performance standards evaluations. In 2012, he was a supervisory agent in a west Texas bank on behalf of bank regulators. Prior to that, he served as interim CEO in an Arizona bank. He was the Austin Partner with Stone Advisors, L.L.P., a strategic management services, distressed asset, bank acquisition and buy-out firm headquartered in Dallas. In that capacity, and in an affiliated role with the contractor, he served as an Asset Disposition Professional and a Senior Investigator assisting the FDIC in numerous bank receiverships. He served as an Advisory Director for Blackguard, Inc. (facial recognition and security software developer) and served a global credit card issuer as Compliance Assurance Monitor. In 2018, he joined the faculty of the Graduate School of Banking at Louisiana State University (GSBLSU) teaching “Ethics in Banking” (case studies). He has provided, and continues to provide specialized and confidential consult to a multitude of financial, institutional, governmental, educational, and private entities. In 2021, he joined the international financial consulting firm, Opportunity-Group, LLC (opportunity-group.com) based in the DFW area with offices in the Ukraine, as their Chief Technical Officer. He attended Texas Tech and served on the Advisory Board of its School of Community Bank Management as well as served on the boards of a CA, AZ and several TX banks.
