I created and lead HR&A's broadband and digital equity practice, which helps state and local governments, community anchor institutions and nonprofits, and philanthropy and social impact investors design and deliver transformative programs to close the digital divide. Over more than five years of work, we have connected tens of thousands of households to free or low-cost broadband, and we are currently working on more than $5 billion in broadband infrastructure deployment programs and public-private partnerships, as well as digital equity program development in some of the most disconnected states, counties, cities, and rural communities across the country. I am honored to have served the City of New York for three years, building a new division focused transforming the City’s capital budget planning apparatus through data and technology.As Director of Capital Planning, I built an integrated team of data scientists, full stack developers, planners, and former management consultants to pioneer a new approach to capital planning for the City. This work included:- Building the Capital Planning Explorer, a curated data analytics platform that is informing capital budget planning and strengthening interagency collaboration in place-based investment strategies, powered by multiple new databases that we developed (capitalplanning.nyc.gov)- Creating and managing the $1B Neighborhood Development Fund, dedicated to investing in capital projects in neighborhoods being rezoned through comprehensive community-based planning efforts- Jointly developing, with the Office of Management and Budget, the City’s $100+ billion Ten-Year Capital Strategy, the City's vision for capital spending over the next decade- Helping to create new tools for communities to shape capital investment programs and government services in all NYC neighborhoods, including communityprofiles.planning.nyc.govIn 2017, the Capital Planning software development team became NYC Planning Labs, which is rapidly transforming how the City of New York develops technology.
