I was brought as a contractor for a team that won 9 of 11 new contracts bid but only had a half dozen people to kick off the courses. Half of the courses were subcontracted out. The remaining courses consisted of 275 hours of IMI with half at Level 2. Not having the people with the right skills in place, the customers became very unhappy with the products being produced. Six months of struggling and nothing was competed until I took over and reset. I came in to manage the program but ended up as Program and Project Manager and Senior ISD. I immediately • Restructured the team to put people in positions where their skills are best used• Hired qualified Instructional Designers, Content Developers and Multimedia Specialist and grew the team to do the work• Instilled an efficient design process and most of all put a rigorous quality control plan in place• Brought in new audio technologies that saved the projects over $100K over error prone human voices• Worked closely with almost 50 team members to teach, mentor, and help them grow their skills. • Taught new instructional design methods, found new technologies and fostered team collaborationIn a short time, the customers were extremely happy with the quality of the work we were producing. As Program Manager I lead a team of more than 60 members developing almost 1500 hours of blended Level 3 IMI learning to include Instructor-Facilitated Interactive Training (IFIT) and Self-Directed Interactive Training (SDIT). We employed innovative instructional systems design, systems engineering, and training assessment approaches in conjunction with new and modernized technologies to support specified ratings accession training while simultaneously supporting the broader Sailor 2025 (S2025) overarching goal of improving Sailors’ transfer of training to the operational work environment. I was hired to rebuild a program that had lost $2M on a previous contract and was $1M in the hole in the first 5 months of the new one. The team had 7 previous PMs, was fully staffed with members, but many did not have work to perform. Instructional Designers had little experience nor education in instructional design. All 9 courses were started at the same time with no waterfall process. We were a sub to a very difficult prime who micromanaged process. IMI Level 3 was required to be developed from a content outline and without storyboards. As a sub we had no direct contact with the Navy and Gov customers. To correct the program, I:• Reorganized, streamlined and hired key personnel to fill skills gaps • Created multiple processes to build efficiencies • Developed a Kanban and Scrum Agile method using Jira to speed up deliveries and make members accountable• Created a Quality Control team when there was none• Trained and mentored team members to increase skills and personal growth• Created a budget that would have seen $1-2M profit upon completion of the contract

I created an integrated master schedule for programs and activities, developed detailed timelines, performance measures and status reporting mechanisms for critical tasks in the plans. I resolved problems, issues, and conflicts while ensuring that the project schedule, performance, and deliverables were met.I was brought in after all levels of management and several team members were fired from the contracts. One course had been in development for two years and no lessons had been completed. There was no project plan completed or delivery dates scheduled. I immediately developed a project plan and promised the client we would deliver the 47 lessons in two months. To accomplish this, I reorganized the team, removed poor performers, wrote targeted job descriptions and hired new members who had skills the current team greatly lacked. I set in place a formal Instructional Design process with extra quality control measures to eliminate the significant number of defects in previous versions. The team delivered two weeks earlier than planned and the customer was ready to begin development on the next course. While development on the legacy courses were ongoing, I looked to the future and identified the optimal organization structure, design process and training needed to develop better quality training efficiently and on schedule.
