Construction Manager for $750M four phase upgrade on Hawaii's second largest water resource recovery facility. Primary responsibility for the Phase 1A Sludge Drying and Related Facilities project that replaces the solids handling including new centrifuges, dryer, pellet storage, and odor control facilities. Assist in management of Phase 1B to add new secondary treatment and centralized emergency generation. Performing constructability review for future phases 1C to upgrade headworks, primary treatment, thermal hydrolysis and combined heat and power facility. Constructability review for future biogas recovery facility. Manages facilities through all phases including geotechnical site preparation, structural phase, mechanical, electrical and HVAC installations. Specializes in management of industrial process control installation, testing and commissioning.

Resident Engineer for the Kailua Wastewater Treatment Plant Tunnel Influent Pump Station Project -- Supervises and coordinates the Construction Management Team Inspection staff acting as the interface between the office staff and the field staff. Interfaces and assists with project coordination with the plant staff, contractor field staff, and the public. The project is part of a 25-year, $4 billion consent decree between the City and County of Honolulu and the EPA that will upgrade and expand several existing plants within the county.

Working with stakeholders to define requirements for new basing and unit beddowns within the Pacific Air Forces area of responsibility. Conducts site visits, planning conferences, and site activation team visits. Develops project management plans including schedules, budgets, project teams and communications strategies. Balances various stakeholders including host nation representatives, joint service partners, environmental regulators and local community leaders. Reviews installation development plans for alignment with strategic objectives and joint development opportunities. Largest effort is the F-35 Joint Strike Fighter beddown, a $5.5 billion project with over $400M of construction requiring coordination between stakeholders at Air Combat Command, Air Education and Training Command, Lockheed-Martin, Headquarters USAF and all levels of Pacific Command Leadership.

Oversaw facility maintenance and operations for Pacific Air Force Enterprise, including 7 installations, 2 joint bases and 14 Geographically Separated Units. Directed 9 HQ staff personnel providing policy, technical guidance and resources supporting. Managed $9.4M budget supporting mission critical facilities, infrastructure, power generation, anti-terrorism/force protection, and fire protection. Supported 4,000 craftsmen in 12 career fields. Reviewed installation support contracts to ensure common levels of service and resources are expended throughout the enterprise. Ensured proper mix of maintenance by in-house and contract personnel. Managed the transition from reactive and preventative maintenance to condition based maintenance and introduction of new maintenance management software suite.

Advised Commander of Pacific Air Forces on Installations, Civil Engineering, Contracting and Security Forces support in Contingency and Crisis Action Planning. Planned, conducted and assessed partnership events with Pacific Region Partner Nations, including subject matter expert exchanges, civic action construction projects, and responses to humanitarian disasters. Managed merger of management headquarters to streamline processes and eliminate redundancy.

Directed Operations and Logistics in one of three Air Force active-duty specialized heavy construction and repair combat engineering units providing a highly mobile, self-sufficient agile combat support capability to the warfighter. Heavy Construction Unit was 442 personnel strong and outfitted with 180 special and general purpose vehicles and equipment valued at over $21 million. Completed asphalt and concrete paving projects, pre-engineered building construction, munitions storage, power and water distribution infrastructure, and post-disaster infrastructure evaluation.

Developed policy, training program and equipment sets for Air Combat Command Military Construction Units located on 16 installations. Oversight of $11M annual budget for training, equipment and troop construction projects. Directed assignment of 10,200 deployable military construction personnel. Reorganized construction units into smaller, scalable work teams to allow for more flexibility in team building. Worked with Army, Navy and Marine counterparts to determine best mix of construction trades to accomplish wartime engineer tasks. Organized Humanitarian Aid Mission to six nations with a 55-engineer team and $180K material budget. Forward Deployed to Iraq to lead a 57-engineer team to accomplish construction, maintenance and repair for 14,000 soldier camp. Completed 80 construction projects worth $1.5M in six month period.

Led team of six engineers and technicians providing technical oversight to $900M of contracted operations and maintenance programs across 35 sites in six countries including 3 U.S. Air Force Forward Operating Locations. Lead Civil Engineer overseeing air and ground based radar systems and airport facilities. Managed real property including 860 facilities and associated infrastructure over 6,477 acres of land. Executed $6M yearly construction budget. Executed recovery plans after natural disaster, including a $500K post-hurricane recovery of a radar installation in the Florida Keys and post-earthquake inspections of Manta airbase, Ecuador. Forward deployed to Iraq to provide oversight of master planning for over 100 forward operating bases and $70M in wartime construction. Lead engineer planner for beddown of Army Air Assault Division and United Nations Security Assistance Mission in Northern Iraq.

Responsible for educating undergraduate students in principles and practices of Civil Engineering, Environmental Awareness and Military Engineering. Provided specialized instruction in structural analysis, concrete mix design, and design of steel and concrete structures. Wrote military engineering textbooks and developed course materials including student handouts, assignments and exams. Selected as course director for Field Engineering, Structural Analysis, and Lightweight Concrete Mix Courses.
