Eighteenth Air Force is responsible for readiness and sustainment operations of over 36,000 total force Airmen assigned to 12 wings and one stand-alone group. Primary advisor to Chief Circuit Special Victims' Counsel (CCSVC) for the assigned Circuit on all Special Victim Paralegal (SVP) matters. Assists CCSVC with the formulation and implementation of policy within the Circuit and is the functional supervisor for each assigned SVP. Assists with personnel management of SVCs and SVPs and advises on personnel issues for all assigned circuit locations. Provides SVPs with career and professional development guidance as well as oversight on all office, resource, and client management concerns. Provides training and guidance to each SVP and SVC within the circuit, working closely with base Law Office Superintendents. Conducts staff assistance visits with the CCSVC and provides senior leader perspective and experience to all personnel assigned. Designs SVP curriculum and instructs at the Special Victims’ Counsel Course and circuit training courses. Teams and continuously communicates with Western and Eastern Special Victims' Paralegal Manager and the Special Victims’ Counsel Division Manager to maintain continuous support to all personnel in all aspects of human resource management.

The Sexual Assault Prevention and Response (SAPR) office serves as the single point of accountability and oversight for sexual assault policy matters. The SAPR office develops policies and programs that address the Air Force's sexual assault prevention, education, accountability, victim assistance and assessment efforts.

The Office of Disability Counsel (ODC) represents active and retired Air Force members going before the Air Force Physical Formal Evaluation Board (FPEB) to include disability hearings and appeal cases to the Secretary of the Air Forced Personnel Council. Senior enlisted advisor (SEA) and Paralegal Manager (PM) of The Office of Disability Counsel (ODC) is responsible for all manpower, training, and utilization of assigned paralegals issues. Plans and directs administrative matters, including paralegal training, upgrade/certification, acquisition of supplies, equipment and furniture. Supervises NCOs & civilians and mentors judge advocates while they represent ill, injured, and wounded Airmen facing medical separation from the Air Force. Helps manage approximately 20 ODC personnel who are responsible for providing specialized legal service to Active Duty/ARC/temporarily retired Airmen worldwide.Partnered closely with attorneys to provide prompt, professional, and independent legal counsel to ill, injured or wounded Airmen facing medical separation from the Air Force. Engaged in all aspects of client representation for Airmen facing medical separation at the Air Force Personnel Center Formal Physical Evaluation Board. Provide comprehensive intake briefings and interviews with clients to include educating them on all aspects of their case, medical condition, disability evaluation system, and potential outcomes of their case including return to duty, severance pay, Department of Veteran’s Affairs disability ratings and retirement options. Drafts contentions, participate in client and witness interviews, assemble evidence to be used during formal board hearings, and assist with the preparation of client testimony. Also, drafts appeals to the Secretary of Air Force Personnel Council and the Department of Veterans Affairs for attorney review. Finally, plays a vital role in internal and Air Force-wide outreach and training events for the ODC.

Delivers legal defense services to Air Force members. Responsible for all paralegal and office management functions for the Area Defense Counsel (ADC) office, and supporting local and visiting counsel. Maintains ADC trial docket and schedule. Interviews prospective clients, screens for attorney conflicts and manages case files. Investigates facts and circumstances of alleged offenses, interviews witnesses and obtains sensitive information from investigative agencies. Researches legal issues, drafts and edits affidavits, statements and other correspondence in connection with courts-martial, Article 15s, administrative discharges and other adverse personnel actions. Develops preventive law materials and delivers briefings. Coordinates travel for local and visiting ADCs. Procures and maintains all supplies, files, publications, computers, law library materials and office budget.
