- Seconded National Expert position within the Horizontal Coordination/Chief of Staff division in CPCC. - In support of the operational conduct of CSDP crisis management missions, I provide advice on the Rule of Law as a guiding principle of civilian crisis management. - In addition, I act as human rights focal point as well as gender focal point within CPCC and vis-a-vis missions. - From a rule of law perspective, I contribute to the development of concepts, operationalguidelines and recommendations for improved planning, conduct, management and supportof CSDP crisis management missions.

Ramallah

Working closely with the head of section in managing the team of approx 20 persons (national and international staff). Main areas of work of the team are support to legislative reform, legislative drafting, institutional support to the main criminal justice institutions, enhancing police-proscution cooperation, capacity building of justice staff. Another main area of work is maintaining contact with other international actors, most notably the EU MS, EU Representation, UN agencies.

Kabul

• Responsible for leading and managing the Rule of Law (RoL) Component, (throughout the 14-month period approximately 55 staff members (35 international, 20 national) and more specifically to command, coordinate, manage and control all the RoL-related EUPOL Afghanistan activities in the area of training, programme coordination, advising and mentoring; those activities were mainly in the field of improving police – justice linkages, accountability and oversight (incl combating corruption) and gender and human rights aspects of security sector reform.• Contributed to the development and writing process of strategies and plans, taking into account overall political developments in Afghanistan;• Established professional working relationships with EU personnel within the mission area to facilitate the mutual exchange of necessary information, to allow effective co-ordination and co-operation between the mission and other EU and international stakeholders, and especially with the Government of Afghanistan (GoA), UNAMA, ISAF, US Military and other agencies and key actors.

Kabul

Responsible for overseeing the implementation of all efforts inthe area of improving cooperation and coordination between the police and the judiciary undertaken by EUPOL. Leading and managing the Justice Unit within the EUPOL RoL component, whose experts are tasked with providing technical advice on capacity and institution building and administrative reform in the field of police-justice cooperation, legal affairs and reform, legal aid, and other justice matters. I collaborate closely and coordinate EUPOL justice work with other national and international actors.

Main tasks and duties were:Ensure humanitarian lead role of Oxfam Novib in Burundi:-Finalise the draft Oxfam Novib humanitarian strategy and identify potential donors for Oxfam Novib's humanitarian strategy;-Draft ­ the Oxfam joint humanitarian strategy 2011-2014 for Burundi. Organise workshop with all stakeholders.-Analyse and monitor humanitarian situation and contribute to production of regular SitReps;-Maintain relationships with other humanitarian actors in Burundi (ECHO/Concern, Protection Civil, etc) including participation at coordination meetings of the relevant sector groups;-Update - in collaboration with counterparts - and in line with the agreed standards, the Oxfam Contingency Plan for Burundi;-Maintain regular contact with the Humanitarian Capacity Building counterparts (local NGO's) and ensure effective implementation, monitoring and management of the humanitarian projects:-Additional tasks: Contribute to external funding proposals and support to the interim Manager Field Office.

Bujumbura, Burundi

SSR expert, assisting the head of the embassy office and the political affairs officer with the implementation and management of the Burundian-Dutch Security Sector Development Programme aimed at professionalizing the Burundian security forces (army and police) with a strong focus on governance and institution building:• Coordination with the different actors and stakeholders in the programme, such as program managers, strategic advisors, Burundian counterparts from Ministry of Public Security and Ministry of Defence, external financial and administrative agent (PwC), other donors;• Participation in the meetings of the Comité Technique de Suivi (with representatives from Ministry of External Relations, Ministry of Defence, Ministry of Public Security and National Commission on Aid Coordination - CNCA);• Developing the democratic accountability pillar of the SSD-programme (amongst others organization of Round Table with all relevant stakeholders in the area of governance of the security sector);

• Secretary of the interdepartmental Steering Group on Security Cooperation and Development• Partnerships with Dutch non-governmental organizations (NGO’s): Appointed as contact person to four of the Dutch NGO’s which receive a multi-annual grant from the MFA for their development-programmes. Conducted several joint field visits (DRC, Burundi).• Contributed to the design of the Dutch-Burundian bilateral program on Security Sector Development (SSD), in close cooperation with colleagues in The Hague (Africa division, security policy department, Ministry of Defence), Dutch Embassy Office in Bujumbura as well as other bilateral partners.
