The CAB provides WSSC and staff with customer input on current practices and proposed policies and to augment communication with ratepayers. The CAB represents a spectrum of WSSC ratepayers and a variety of customer interests and concerns; provides input on WSSC policies, programs, and services as they affect ratepayers; provides feedback on proposed policies, programs, and services. In particular, they provided valuable insights on the Bill Adjustment Policy, initiated the formation of the WSSC Water Fund, and helped redesign the customer bill. Individual members of the CAB also testify at hearings on various WSSC projects.In addition, some members of the CAB sit on the Dispute Resolution Board, which hears cases regarding unpaid water bills.

New Carrollton, Maryland, United States

Served as a three-term elected official in New Carrollton, a city of 13,000 near Washington, DC. With a multi-million dollar budget, the city's departments include administrative, public works, code enforcement, and police. Anderson received the largest vote total among all candidates in each of his three council elections. During his tenure, he served one term each as Alternate City Treasurer, Vice Chairman, and Mayor Pro Tem, and two terms as Council Chairman before moving out of the City. Anderson was an active member of the Maryland Municipal League (MML), and was appointed Secretary of the Prince George's County Municipal League (PGCMA). He was also the driving force behind creating New Carrollton's first police department.
