Project Manager for the 2020 Empire State Trail project that will connect over 27 counties, through a continuous 750 mile bike/ped trail from NYC to Albany, westward to Buffalo, and North along the Champlain Valley. 64 individual projects bundled program with a budget of over 200 million, with major active coordination between multiple state agencies, municipalities and organizations. Ensure that assigned projects are technically correct for both design and construction. Develop scopes of work, schedules, estimates, contract criteria, and other pertinent documentation of professional design services procured from architecture and engineering (A/E) firms as required. Execution of Contracting: negotiating contracts and design changes with A/E firms in coordination with agency/project needs and managed the overall planning and design phase of projects. Address all technical areas from planning and design through project lifecycle. Meet with contractors, manufacturers' reps, Lessors, Government agency or municipality reps to establish construction requirements. Active in review of bids, contractors' proposals, and contract specifications, as well as in contract negotiations and technical and business discussions with contractors. Evaluates contractor submittals including drawings, samples, certificates of compliance, laboratory analyses, certifications, warranties, material proposals and other data to determine compliance or noncompliance. Monitors and Control project(s) to ensure projects stay within the approved funding, scope and schedule. Proficiency in MS Project with a working knowledge of project schedule analysis and management of multiple project budgets. Identifies, integrates, and/or adapts resources to achieve project goals while effectively managing scope, schedule and budget and risk for assigned project (s). Ability to review project elements for conformance to current best practices.
