My office successfully proposed and initiated the transfer of YVR to become an independent airport authority, the first major airport to do so (in 1992). The airport system across Canada subsequently followed this devolution model. YVR has operated 19 airports in 9 countries and is rated amongst the 10 best airports in the world and is consistently rated the best in North America. Authored, with John Hansen and Dr John Weibe, the Asia Pacific Initiative, a federal-provincial MOU which resulted in the stand-alone airport authority transfer, Vancouver as an International Maritime Centre and Vancouver and Montreal as International Financial Centres--all requiring special federal legislation. My office took a lead role in establishing a federal park reserve in Haida Gwaii.
