About Darian Macey

I am a seasoned professional with over two decades of experience in managing complex Defence and social infrastructure projects. After embarking on my professional journey as a member of the Royal Australian Engineers Corps in the Australian Army, I've had the privilege of working with renowned organizations such as John Holland, Turner & Townsend, and Aurecon. During my tenure at Aurecon, I led the NSW/ACT Defence Design Practice and oversaw operations on the giant 10-year, $1 billion Project Delivery Service (PDS) contract. Under my leadership, the practice achieved a remarkable revenue growth of 200% in four years.Beyond PDS, I served as a Client Leader responsible for Defence business development. In this capacity, I formulated and executed national-level client strategies, developed a strong network of partnerships and contributed to a remarkable period of growth.My commitment to knowledge sharing led me to create a comprehensive Defence Market Induction training course, benefiting over 250 professionals acros the business.In mid-2023, I took a bold step forward and founded DECnet - Australia’s Defence Estate Community network.     John Holland/Pindan JV was contracted to design and build the $232m Eastern Goldfields Regional Prison in Kalgoorlie under a Public Private Partnership (PPP) model with the Western Australian Government. The project comprised of accommodation for 350 prisoners and all supporting infrastructure. Key project objectives were:o Replace the overcrowded and significantly deteriorated existing facility.o Provide sufficient prison beds for local Prisoners to remain close to family and remain in country, meeting the recommendations of the Royal Commission into Aboriginal Deaths in Custody (1991) and other inquiries.o Provide safe, secure and contemporary custodial facilities that contribute to community safety and reduce long-term recidivism.In this role, I was responsible for managing all aspects of design from contract through to construction handover, reporting to the Project Manager. Challenges included:o Managing a multidisciplinary team – My team included the following design disciplines: Architectural, Structural, Mechanical, Electrical, Civil, Hydraulic, Sustainability, Fire Services, Fire Engineering, Security Systems, Acoustics, Audio Visual, Building Surveyor, Accessibility and Document Control. I was responsible for coordination between all disciplines and for managing all interfaces. o Driving the design program – Progressed 15 design packages through 3 approval stages.o Ensuring brief and regulatory compliance – Achieved third-party certification against the brief. o Managing information – Managed documentation of 40 separate buildings, plus civil works, in-ground services, landscapes and the secure perimeter. Implemented software systems to manage collection and distribution of over 10,000 design documents as well as coordination of a LOD 200/300 BIM model (Revit) between design disciplines in 6 separate offices.

The subjects I presented included: Quality Management, Finance Management, Risk Management, Geospatial Analysis, Engineering Logistics, Command Support Systems and MS Project.In addition to this, I:- Planned and conducted the final validation exercise for the course, a 3-week military training exercise aimed at testing trainees in all elements of military engineering, including bridge building and explosive demolitions.- Developed training and assessment material for a range of other engineering courses.- Lead a project to develop electronic document management system within the School- Consulted on a project to develop a suite of electronic tools for planning engineer operations as part of the Army’s Battlefield Command Support System (BCSS) project, and- Consulted on the Introduction Into Service of the Army’s multi-million dollar Water Purification and Desalination System (WPDS) project.

My responsibilities included:- managing logistics and engineering contracts up to AU$1M, - developing a deployable contracting capability,- training and maintaining database of contracting staff within the organisation.- the design and construction of Water Supply and Waste Water Management system in a 300-person field hospital, - design and delivery of road, drainage and culvert works, and- planning and execution of traffic management, vehicle cleaning and dust suppression activities.Contracts included the provision of Medical and Aeromedical Evacuation (AME) services to military activities in Northern Australia (AU$1M).The contracting training I developed was used as the basis for the contracting course currently provided throughout the Australian Defence Organisation.The manual I produced, entitled "Contracting on Operations" is now used by ADF logistics staff on operations in the Middle East, East Timor and the Solomon Islands.

My projects included:- the refurbishment of a wharf used by patrol boats at the Solomon Islands Police Force Maritime Wing HQ in Honiara (US$2M),- the construction of a 300m long blockwork retaining wall (US$0.4M) at the Defence Cooperation Program (DCP) Compound in Honiara,- the planning of Joint Rapid Airfield Construction (JRAC) Project at Bradshaw Field Training Area in Australia's Northern Territory, and- the design of housing for the Defence Cooperation Program compound in Dili, East Timor.During my time in this role, I was responsible for engaging construction service providers, developing and implementing plans for the management of quality, safety, finances and the environment, conducting stakeholder liaison, drafting strategic business cases and managing a design team.Additionally, I was the organisation's Quality Assurance Manager, and worked to upgrade the organisation's Quality Management System from an ineffective, paper-based system into a fully functional, computer-based system. The system I developed enabled the organisation to gain ISO9001 certification, and continues to be the benchmark for construction quality management within Australian Army units.

Responsible for the management of the camp and the construction of 3 houses and associated services within the remote community of Kadjina, as well as the conduct of community liaison and supervision of an indigenous technical skills transfer program in construction and maintenance skills.
