Served as the lead for drug abuse prevention strategies for the Office of Drug Policy for the Executive Office of the President of the US. Developed policies and budget proposals for the US Drug Strategy, supervised staff, represented the US at international and national policy making sessions to provide leadership to the country in the prevention of substance abuse problems among youth and populations at special risk. Authored a major policy paper on evidence based prevention principles that provided multiple agencies with common research based components for use in the improvement of prevention efforts across the country. Served as the liaison with private foundations in order to coordinate similar program efforts to promote cost effectiveness and efficiency of effort.

Served as Deputy Director of the division responsible for the largest demonstration program in the history of the Dept of Health and Human Services, initially called the Community Partnership Program, which provided technical assistance, training, and funding to coalitions of agencies and individuals at the local level, engaged in long term planning and implementation of science-based policies and strategies to address risk factors and indicators of substance abuse, including alcohol, smoking, prescription drug abuse, and forms of anti-social behavior associated with youth substance use and abuse. Served as the foundation liaison, working with large private foundations, to assist in this effort. Developed policies and procedures to help communities help themselves and become independent of government resources.
