Provide economic development strategies, tactical elements, work plans and services on behalf of Charles County as the Economic Development official to retain and expand the County's primary employment and investment base. Oversee and manage the County Economic Development Department's activities, programs, partnerships and client relations.

Responsible for managing and directing a staff of 16 employees and four service centers with a budget of $1.6 million dollars. Work in close cooperation with the US Small Business Administration and the US Department of Commerce, District of Columbia, and other Federal agencies to provide high quality business and economic development assistance to small businesses and nascent entrepreneurs in order to promote growth, expansion, innovation, increased productivity and management improvement. Restructured and rebuild the entire DC SBDC Network. Developed and implemented a new strategic plan in consultation with SBA senior management to achieve growth and improved performance of the DC SBDC. Developed and implemented in-depth, substantive, outcome-oriented counseling and training program that resulted in substantial economic impact for the small business community in the District of Columbia.

Responsible for providing legal advice, analysis and expert opinions necessary for briefing the senator on essential issues before the Senate Judiciary Committee and its Subcommittee on Administrative Oversight and the Courts. Responsible for drafting memoranda and legislation concerning oversight responsibilities for the following policy issues: immigration, human rights, civil rights, drug policy, and judicial nominations.

Responsible for developing and executing strategies to advance Brown’s interests and relationships with the state, city, and local community. Facilitate interactions with officials, policy makers, and legislators; promote Brown and the Brown Medical School across the business and political community by cultivating positive relations. Monitor state policies and legislation that affect Brown, the Brown Medical School, and higher education generally, advancing Brown’s and the Brown Medical School’s interests in the General Assembly and executive branch. Coordinate correspondence on behalf of the president, the vice president for public affairs, and other senior administrators; represent the University on boards and organizations at the state and city level. Work toward the University’s strategic growth efforts with a focus on effective civic engagement and economic development.

Responsible for the administration of the city’s Department of Economic Development. Management activities included: budget analysis and formation, personnel development, press relations, policy development, land use, transportation, housing and strategic planning. Primary advisor to the mayor for business and economic development policy. Implemented all departmental programs, including but not limited to the city’s tax incentive and legislative initiatives.

Responsible for implementing the Attorney General’s initiatives within the department and communicating them to the staff. Served as the advisor to the Attorney General. Set and managed public relations; established the agenda for all meetings with staff, elected officials, members of the business community and the public at large. Instrumental in Sheldon Whitehouse’s recent successful campaign for U.S. senator. Participated in fundraising efforts for that campaign and for an earlier gubernatorial campaign.

Worked directly with the General Assembly, Rhode Island Economic Policy Council, Rhode Island Public Expenditure Council, and local businesses to promote urban business and community development throughout Rhode Island.

Provided policy and budgetary analysis and liaison services for the Office of the Governor and the governor’s cabinet. Provided background, statistics and expert opinions necessary for briefing the governor on essential issues. Responsible for overseeing the following state agencies: Departments of Economic Development, Business Regulation, Labor, Health, Commerce, State Police, and National Guard.

Provided business development, business planning, budget preparation, strategic partnering, and executive management consulting services.

Worked directly with the General Assembly and local businesses to promote growth, opportunity, and new jobs throughout Rhode Island.

Prosecuted felony and misdemeanor cases; drafted complaints, motions, and arrest warrants; negotiated plea agreements. Member of the Department of Justice Homicide Task Force and Homicide Response Team. Responsible for press relations on murder cases.
