Darrell Webster serves as an All-Source Intelligence Analyst assigned to the Defense Intelligence Agency’s, Joint Intelligence Task Force - Combating Terrorism (DIA/JITF-CT) in support of the Department of Defense Security Classification/Declassification Review Team (DoD SC/DRT). He is responsible for the redactions on Department of Defense (DoD) intelligence reporting utilized in the Habeas Corpus, Office of Military Commissions, and Article III litigation proceedings that are essential for the prosecution of the detainees currently held at United States Naval Detention Facility Guantanamo Bay, Cuba (GTMO). He possesses a clear understanding of DoD classification authorities, classification guidelines, and official release processes of DoD, and DoJ classified intelligence reporting in order to safeguard classified material, national interests and securities of the United States.

I was responsible for distribution of four Battalions’ vehicle assets throughout the 1st Infantry Division in Germany. I created a system to track all the division’s assets so they could be used in a more efficient and cost effective manner. While serving as the MCO NCOIC Planned and implemented a tracking system (Radio Frequency tags) for cargo vehicles in order to better control and use the Divisions’ available cargo assets, which resulted in millions of dollars of cost savings. Interacted and coordinated with German officials to gain highway clearances for military convoys. I was the key NCO in developing a Standard Operating Procedure (SOP) for a mobile command post to assist the DISCOM Commander in training personnel on field area of operations. I was the squad leader for the ammunition squad in the HHC 2/7 Infantry Battalion Support Platoon and responsible for ensuring all the battalion’s ammunition needs were met and safety standards were followed. I maintained hazardous goods certification for unit and was the only NCO certified in aircraft load planning. I also served as the unit training NCO that included storing of all personnel files and ensuring the proper marking and storage of classified documents for the unit based on current regulations. Trained other soldiers on the changes contained in EO 13556, EO 13526, and 32 CFR 2001. As supply sergeant and dispatcher for the 32 Trans Company, Managed fleet of 120 drivers, 60 tractors and 120 trailers including scheduled maintenance of vehicles and driver training. Served as the unit Supply Sergeant and 88M for several U.S. Army Reserve units.

Created, developed, and maintained an inventory control system where there was none, in order to control project inventory and supply chain management. This resulted in the recovery of missing inventory and a cost savings to the program of $1 Million dollars. Created and Implemented standard operating procedures and a bar code system for the project logistics, so that everyone involved in the project could follow the guidelines and allow the logistics of the project to function in the absence of a logistics manager. Reestablished proper procedures for the control of Communications Security Equipment to allow the project to maintain 100% accountability and the ability to store secret equipment and gain control of the inventory for COMSEC equipment. This gained the project a passing grade of 95% on their SCIF and COMSEC inspections.

Established a robust and detailed inspection process that did not exist, which provided 98% on time delivery and 95% quantity to customers. This process allowed the company to increase on time delivery and quantity to customers, bringing the company from less than 90% in both areas. Redesigned daily routes to ensure company met customer demands for product and DOT standards for hazardous material and driver safety. I completed an analysis of 10 years of maintenance information to determine the viability of the existing fleet of trucks and trailers. Then I created a company system to better track the rebuild of 10 trailers and cost of maintenance on a fleet of trucks. This system gave the company away to determine if it was cost effective to rebuild the trailers and when trucks needed to be replaced. I provided contract review of incoming orders for accuracy, unique requirements, or constraints to meet customer’s demands. I served as Brigade Property Book Officer and conducted periodic and special staff visits throughout the command, rendering staff assistance for the resolution of logistical deficiencies to assure timely and adequate logistical services and the proper storage and marking of classified documents and personnel files based on current 32 CFR standards.

I managed 77 personnel and 53 trucks and the safe delivery of 1.1 million dollars of product per day, while supervising a JIT cross docking operation for Ford Motor Company and MOPAR that moved 500,000 pounds of freight a day. I maintained inventory of products, tracked routes to ensure timely delivery by using the Logistics Management System (LMS), maintained all records relative to driver training, logs and driver verification inspection reports (DVIR), as well as accounts payable, accident and damage reports, purchasing and personnel files.
