Director, Joint Test Element
Director for the Joint Test Element (JTE), Army Test and Evaluation Command (ATEC), supporting the Joint Test & Evaluation (JT&E) Program Office under the Director, Operational Test & Evaluation (DOT&E) Office of the Secretary of Defense (OSD). Chief Of Staff & Chief Information Officer (Cio)
Served as Chief Information Officer (CIO) and Chief Information Security Officer (CISO) reporting to the Director, System of Systems Engineering & Integration (SoSE&I), Assistant Secretary of the Army for Acquisition, Logistics and Technology [ASA(ALT)]. Responsibilities included knowledge management (KM), enterprise information technology (IT) and customer service, IT portfolio management, IT service management, IT project management, IT hardware and software analysis, and policy and standards for information assurance (IA), cyber, security, counterintelligence, and distributed networks. I designed, developed, implemented and maintained automated information systems and technical architectures for the Agile Process including lab based efforts, Network Integration Evaluations (NIEs) and Fielding Synchronization. I managed a combined CIO budget in excess of $10M that provided all IT support to 500 military, civilian and contractor personnel located at 10 military and contractor locations across the US. Additionally served as the Chief of Staff planning and directing all administrative, financial and operational activities for the entire Directorate assuring budget execution in excess of $250M annually. As Chief, I directed and led the efforts to close four of our government locations in four different states and relocated the headquarters from St. Louis, MO to Aberdeen Proving Ground, MD. In addition, I led the actions to reduce the total number of personnel from over 1600 to less than 500 and reduced the overall budget from almost $1B per year to $250M.
Branch Chief/Deputy Division Chief, Operations Integration
Served as Chief of a 23-person Requirements Branch within the Operations Directorate (J3) comprised of military, civilian and contractor personnel. Oversaw the functional management of 15 Command & Control (C2) and transportation systems (e.g., Joint Operational Planning and Execution System, Single Mobility System, etc.), valued in excess of $200M/year. Coordinated with USTRANSCOM component commands, Joint Staff, combatant commands and DoD agencies for Defense Transportation System operational requirements. Served as Deputy Division Chief of the Operations Integration Division and the Chief in her absence for a 50+person division comprised of military, civilian and contractor personnel. Served as senior military advisor on information technology matters to the Director of USTRANSCOM Operations (J3).
