I assess Joint Service interoperability in Department of Defense (DoD) operations, evaluate joint technical and operational concepts, and recommend improvements by personally engaging with senior leaders across the military services and joint staff to better understand their priorities and requirements. I direct the development of Tactics, Techniques and Procedures (TTP), doctrine and methodologies for the Warfighter. I identify future initiatives with potential for high payoff for the Warfighter and secure funding to develop them which has resulted in seven additional projects valued in excess of $12M. I evaluate joint technical and operational concepts and recommend improvements. I present advice, advocacy briefings, and results to highest levels of government. I facilitate the identification of common Integrated Priority List (IPL) gaps within the joint community and adjudicate methods through Joint Tests or Quick Reaction Tests to most effectively obtain results. I currently execute seven QRTs and three Joint Tests valued in excess of $23M with a team of 70 military, government and contractor personnel.

Responsibilities included knowledge management (KM), enterprise information technology (IT) and customer service, IT portfolio management, IT service management, IT project management, IT hardware and software analysis, and policy and standards for information assurance (IA), cyber, security, counterintelligence, and distributed networks. I designed, developed, implemented and maintained automated information systems and technical architectures for the Agile Process including lab based efforts, Network Integration Evaluations (NIEs) and Fielding Synchronization. I managed a combined CIO budget in excess of $10M that provided all IT support to 500 military, civilian and contractor personnel located at 10 military and contractor locations across the US. Additionally served as the Chief of Staff planning and directing all administrative, financial and operational activities for the entire Directorate assuring budget execution in excess of $250M annually. As Chief, I directed and led the efforts to close four of our government locations in four different states and relocated the headquarters from St. Louis, MO to Aberdeen Proving Ground, MD. In addition, I led the actions to reduce the total number of personnel from over 1600 to less than 500 and reduced the overall budget from almost $1B per year to $250M.
