Director for the Joint Test Element (JTE), Army Test and Evaluation Command (ATEC), supporting the Joint Test & Evaluation (JT&E) Program Office under the Director, Operational Test & Evaluation (DOT&E) Office of the Secretary of Defense (OSD). I directed operational solutions to urgent, specific, joint Warfighter problems through short-term, rigorous test processes through the execution of 11 one-year quick reaction tests valued at $1M each and four two-year joint tests valued at $6M each. I assess Joint Service interoperability in Department of Defense (DoD) operations, evaluate joint technical and operational concepts, and recommend improvements by personally engaging with senior leaders across the military services and joint staff to better understand their priorities and requirements. I direct the development of Tactics, Techniques and Procedures (TTP), doctrine and methodologies for the Warfighter. I identify future initiatives with potential for high payoff for the Warfighter and secure funding to develop them which has resulted in seven additional projects valued in excess of $12M. I evaluate joint technical and operational concepts and recommend improvements. I present advice, advocacy briefings, and results to highest levels of government. I facilitate the identification of common Integrated Priority List (IPL) gaps within the joint community and adjudicate methods through Joint Tests or Quick Reaction Tests to most effectively obtain results. I currently execute seven QRTs and three Joint Tests valued in excess of $23M with a team of 70 military, government and contractor personnel.

Served as Chief Information Officer (CIO) and Chief Information Security Officer (CISO) reporting to the Director, System of Systems Engineering & Integration (SoSE&I), Assistant Secretary of the Army for Acquisition, Logistics and Technology [ASA(ALT)]. Responsibilities included knowledge management (KM), enterprise information technology (IT) and customer service, IT portfolio management, IT service management, IT project management, IT hardware and software analysis, and policy and standards for information assurance (IA), cyber, security, counterintelligence, and distributed networks. I designed, developed, implemented and maintained automated information systems and technical architectures for the Agile Process including lab based efforts, Network Integration Evaluations (NIEs) and Fielding Synchronization. I managed a combined CIO budget in excess of $10M that provided all IT support to 500 military, civilian and contractor personnel located at 10 military and contractor locations across the US. Additionally served as the Chief of Staff planning and directing all administrative, financial and operational activities for the entire Directorate assuring budget execution in excess of $250M annually. As Chief, I directed and led the efforts to close four of our government locations in four different states and relocated the headquarters from St. Louis, MO to Aberdeen Proving Ground, MD. In addition, I led the actions to reduce the total number of personnel from over 1600 to less than 500 and reduced the overall budget from almost $1B per year to $250M.

Served as Chief of a 23-person Requirements Branch within the Operations Directorate (J3) comprised of military, civilian and contractor personnel. Oversaw the functional management of 15 Command & Control (C2) and transportation systems (e.g., Joint Operational Planning and Execution System, Single Mobility System, etc.), valued in excess of $200M/year. Coordinated functional user needs to ensure Defense Transportation System requirements were correctly articulated and converted to technical solutions followed by deployment and integration throughout the enterprise. I integrated the Transportation Visualizer software application within the Operations Directorate that allowed the transportation planners to more quickly develop transportation solutions that were more efficient and effective. Coordinated with USTRANSCOM component commands, Joint Staff, combatant commands and DoD agencies for Defense Transportation System operational requirements. Served as Deputy Division Chief of the Operations Integration Division and the Chief in her absence for a 50+person division comprised of military, civilian and contractor personnel. Served as senior military advisor on information technology matters to the Director of USTRANSCOM Operations (J3).

Served as U.S. Army Human Resource Command career manager responsible for the professional development and duty assignment of all Functional Area 53 (Information Systems Management) officers in the Army. Developed and managed the professional development growth of more than 425 officers through career counseling, professional development and assignments. Maintained, reviewed, and updated personnel records for use by Department of the Army promotion and selection boards. Provided guidance to commanders and senior leaders regarding officer professional development. Coordinated with Major Commands, DoD organizations and agencies, the Joint Staff, the Signal Regiment Proponent and Army Staff. Performed detailed analysis of promotion and selection boards. Served as Information Management Officer on behalf of the entire Division of 40 personnel. Served as principal assistant to the Division Chief in managing assignment, distribution, career management and professional development of over 14,000 Army officers and Acquisition Corp civilians in 16 officer functional areas worldwide. Supervised the Personnel Services Branch responsible for the administrative support for the division.

Stuttgart Area, Germany

Managed information systems projects for Headquarters, United States European Command (USEUCOM), Directorate for Command, Control and Communications Systems (J6). Ensured information systems met Warfighter needs. Coordinated requirements and issues with functional users theater-wide and recommended technical courses of action. Lead action officer responsible for oversight of planning and fielding of DoD messaging systems within the European theater of operations that provided critical official messaging for command and control of forces and critical operational functions including those that support national interests at the highest levels. Established the USEUCOM Theater Chief Information Officer (CIO) program led by the USEUCOM Chief of Staff, a two-star general. Coordinated with USEUCOM staff, component commands, the Joint Staff, Services, Office of the Secretary of Defense (OSD), Defense Information Systems Agency (DISA) and field units. During the air war in Kosovo and corresponding humanitarian relief operations in Albania, I served as the sole J6 representative to the USEUCOM Crisis Action Team coordinating complex command, control, communications and computer (C4) issues.

Served as Company Commander of a Combat Support Military Police Company consisting of four officers and 173 enlisted Soldiers. Responsible for maintaining a "no notice" deployment posture capable of supporting both XVIII Airborne Corps and Forces Command contingency missions. Provided law enforcement support to the Fort Stewart, Georgia, military community with a population profile of over 18,000. Ensured combat readiness of over 50 wheeled vehicles and associated equipment in excess of $6M. Managed a budget of over $60K. Responsible for the morale, welfare and safety of all assigned and attached Soldiers. Deployed the company in support of Operation Sea Signal in Guantanamo Bay, Cuba during the Cuban and Haitian refugee crisis in 1994-1995.

Fort Stewart, Ga

Served as Commander, B Company (Military Police) Law Enforcement Command responsible for the training and administration of 117 Soldiers in 14 separate sections to include a 55-Soldier detachment at Hunter Army Airfield. Ensured mission readiness to support the movement of vehicles, equipment and personnel of the 24th Infantry Division to a port of embarkation. Provided law enforcement support and security to Soldiers, civilians, contractors and families for both the Fort Stewart and Hunter Army Airfield communities. Trained and led the Special Reaction Team (SRT) with the mission to preserve life during critical incidents by providing an effective and controlled response to high-risk circumstances through specialized training, equipment and tactics. Trained and resourced the 16-Soldier Ranger Support Element flyaway package.

Served as Platoon Leader (Combat Support Military Police Company) responsible for 30 Soldiers. Maintained a "no notice" deployment posture in support of an assigned general defense plan in central Germany. Provided law enforcement support to the Wiesbaden and Mainz military communities with a population profile of over 10,000. Ensured combat readiness of 10 wheeled vehicles and associated equipment in excess of $1M. Responsible for the morale, welfare and safety of all assigned and attached Soldiers. Deployed the platoon in support of Operation Provide Comfort, a humanitarian relief mission, in northern Iraq at the tail end of Operation Desert Storm in 1991.
