Director, Human Capital Management
CurrentPlans, directs, and administers the military and civilian human resource management and manpower programs for JPEO-CBD. Manages strategic manpower planning, strategic recruitment and staffing, awards, classification, position management, retention, workforce development and acquisition training, education and career development. Plans, develops, organizes, and directs comprehensive programs of military and civilian human resource management advisory services for the JPEO and subordinate JPMs. I serve as the BRAC Workforce Management Lead. I develop policy, methodologies and procedures to accomplish mission requirements and objectives. I participate in near-term, far-term, and strategic planning to fully integrate military and civilian human resource management considerations and management goals with the JPEO's strategic goals. I direct the staff in providing staff leadership and technical advice, guidance, and assistance to ensure that human resource needs are adequately identified and satisfied and that military and civilian human resource administration meets legal, regulatory, procedural, and policy requirements. Supervises 1 Deputy and 14 HR analysts who are dedicated to human resource management and manpower process execution, which is further subdivided by Army, Navy, Air Force military and civilian personnel. Establishes operating procedures, priorities, and defines the strategic goals for the HR Directorate. Interfaces with senior Service personnel on military and civilian human resource management and acquisition issues, assists in the formulation of personnel policy, programs, and procedures affecting JPEO personnel within the DoD Acquisition Corps. Effectively functions within the policies and procedures of each of the Services. Responsible for ensuring that subordinate program management offices and sub-elements are adequately staffed and that resourcing documents within the various Services accurately support requirements.
