Program Director for Aegis Weapons and Ballistic Missile Defense Systems Engineering

Task lead for Integrated Warfare Systems (IWS) Performance Assessment and Naval Sea Systems Command (NAVSEA) Dahlgren Weapons Department (System Engineering and Weapon Systems Integration) efforts. Provides the following NSWCDD and Missile Defense Agency (MDA) support: • Aegis Ashore (AA) requirements traceability, Combat System (CS) design modifications and Range Safety design upgrades to support land based adaptations, performance verification, Test & Evaluation (T&E) planning and certification requirements for the at the Pacific Missile Range Facility (PMRF) and Host Nations (HN).• Management oversight of BCI LCS Mission Package Certification efforts, Combat System Ship Qualification Test (CSSQT) efforts, BMD Baseline development efforts, and NAVSEA05 Warfare System Certification process improvement efforts.

• Performed duties as Tactical Action Officer (TAO), Officer of the Deck (OOD) underway, CIC Watch Officer, Surface Warfare Coordinator (SUWC), Under-Sea Warfare Coordinator (USWC) and Combat System Training Team (CSTT) member. • Coordinated all ship’s Schedule of Events (SOE) and obtained all services required during the inter-deployment training cycle and overseas deployment. • Provided direct assistance to the ship’s training officer in streamlining watch stations and qualification requirements in support of the SMART SHIP concept. • Qualified Surface Warfare Officer (SWO). • Performed duties as Secret Control, North Atlantic Treaty Organization (NATO) Secret Control and Alternate Cosmic Control Officer.

Attended Aegis Combat Systems Officer (CSO) and Force Air Defense Warfare Commander (FADWC) courses receiving combat systems configuration training and Theatre Air Defense training for the Aegis Weapons System (AWS). Attended Limited Duty Officer/Chief Warrant Officer (LDO/CWO) indoctrination course receiving instruction and examination including United States Sea Power, naval leadership, naval organization, naval administration, military law, military training, oral and written communication.

Qualified as Staff Tactical Watch Officer and developed a Personnel Qualification Standard (PQS) program for Destroyer Squadron (DESRON) staff qualifications. Fully integrated into Squadron training cycle, ensuring all ships met pre-deployment and Battle Efficiency requirements. • Coordinated ship special briefings, training team schedules and team trainers required to ensure ship deployment readiness as the Commander Destroyer Squadron (CDS) 22 representative and Aegis liaison for all squadron DDG’s and ATRC Norfolk’s Training Liaison Officer (TLO).• Oversaw the daily operations of the command and the port watch sections of the assigned DESRON ships as the Command Duty Officer (CDO), a direct representative of the Commodore and Chief Staff Officer (CSO).• Advised the Commodore and CSO for all enlisted matters within the command and ships assigned to DESRON in Command Senior Enlisted Advisor role. Responsibilities covered policies on morale, welfare, health, training, and discipline for all the command enlisted personnel • Implemented a health promotion program and attended Family Advocacy Program (FAP) Training. • Coordinated all assets required through Regional Support Group and programmed ship’s schedules through Commander Second Fleet to ensure combat readiness of all squadron ships.

Contracting Officer Technical Representative (COTR) for Aegis Combat System Interface Simulator (ACSIS). • Supervised Test and Evaluation (T&E) of the Aegis Combat System (ACS). • Supervised and participated in the System Validation of Aegis Combat Training System (ACTS) Scenarios. • Member of the Development and Installation team for the Aegis training lab located at Surface Warfare Officer School (SWOS), Newport, RI. • One of three members who developed the embedded training capabilities icon/functionality into the Aegis Tactical Graphics Capability (TGC). • Completed technical manual development and review process for the SLQ-20B and provided Special Warfare Development Group assistance in coordinating the Navy’s Combat System integration plan. • Key command team memer for Systems Approach to Process Improvement (SAPI), Methods for Managing Quality and Team Skills and Concepts. • State certified Emergency Medical Technician (EMT).

Designated as the Senior Combat System Training Team (CSTT) member and primary CIC watch officer instructor. Air Warfare Coordinator (AWC), SUWC, USWC, Lamps MK-3 Air Tactical Control Operator (ATACO), Anti-Submarine Air Control (ASAC) Naval Tactical Data Systems (NTDS). Spearheaded the validation of the Combat Systems Doctrine. Member of the Watch Officer Qualification board and Enlisted Surface Warfare Qualification board. Qualified as Enlisted Surface Warfare Specialist (ESWS). Naval Warfare Publications Library (NWPL) custodian.

Completed training and qualifications as Aegis Officer Console Operator (AOCO), ATACO, and ASAC NTDS.

Amphibious Helicopter Assault (LHA) NTDS Instructor. • Qualified as an Air Resource (AR) coordinator for all Combat Systems Team Training evolutions. • Updated and validated all LHA NTDS lesson guides. • Key participant in the testing and evaluation of the Data Display System developed at the Naval Ocean Systems Center. • Coordinated the Command Technicians and Fleet Combat Direction Systems Support Activity (FCDSSA) programmers in the development of a software patch to alleviate Fleet Combat Training Center communication problems. • Performed duties as the senior problem Controller for all Tactical Air Reconnaissance squadron trainers. • Provided direct support to all San Diego based LHA’s as part of a NTDS Delivery and installation team.

Command Training Officer, Operation Control Watch stander and primary operator of the CP-901 computer, peripherals and Data Link-11. Reorganized and validated the Data Link Standard Operating Procedures (SOP) document and Fleet Collection Guide (FCG) manual. Provided initial response and initiated all actions required for Emergency Action Messages (EAM). Qualified as CDO, Flight followed P-3 aircraft, processed all rainform, autodin and Anti-Submarine Warfare Command Control Communications System (ASWCCCS) message traffic.

CIC watch supervisor, NTDS Track supervisor, SPS-48C Auto Track and Identification supervisor, Publications Custodian, Navigational Chart Custodian, and conducted routine pre-underway radar maintenance.
