To manage the functions required for the effective maintenance and management of the Council’s highway network and its related assets and infrastructure. Assist the Chief Officer Neighbourhood Services to reduce operational costs to meet the challenge of significantly reduced budgets, whilst maintaining effective levels of service deliveryAssist the Chief Officer Neighbourhood Services to develop a clear strategy for service development, including development of viable business delivery models.Ensure that Highways Services complies with relevant legislation, codes of practice, contractual requirements and council policies.Be responsible for the effective management of the Highway Inspectors Team, Highway Construction Team, Streetworks Team and Street Lighting Team.Assist CO Neighbourhoods Services to continue to fully embed the Highways operations into the ASDMEnsure that relevant strategic documents are regularly reviewed and updated accordingly.Ensure that Third Party Accident Claims are dealt with effectively within the requisite timescales and if required represent the Authority in any Court proceedings. Represent the Council at relevant meetings and forums. Issue appropriate and timely notices under the relevant Sections of the Highways Act 1980, to protect the Highway from unlawful damage, obstruction etc, thus protecting the Highway User. Ensure the effective delivery of the winter maintenance programme. Undertake effective contract administration including the preparation and analysis of tenders and the subsequent awarding and supervision of such contracts. Monitor and control expenditure against approved budgets Monitor performance, generate reports and present information as necessary to various committees and agencies.Manage all Highways Information systems including Asset Management and Quality Management. Ensure internal and external partners are appropriately engaged and co-ordinated to ensure effective service delivery

In 2012 I was promoted to Assistant Highways Network Group Leader within the Highways & Engineering Division managing the Highways Construction and Client functions of the service, this involves managing the Construction Section, NRSWA team looking after the Utility Contractors, Highways Inspection Team and administration team on a daily basis.
