Provide senior executive direction, guidance, training, advice and operational leadership to over 100 counterintelligence professionals assigned throughout Afghanistan supporting the Department of Defense, Coalition and Afghan partners. Develop, oversee and implement strategies and policies guiding counterintelligence collection in support of the detection and mitigation of insider threats as well as specialized counterintelligence support for force protection of military resources. Provide guidance on operations, requirements, resource utilization and personnel issues. Provide advice to corporate leadership on morale, welfare and adverse actions for assigned personnel. Plan, direct, and coordinate the administrative functions for L3 NSS. Provide accountability of vehicles, weapons, tactical equipment and corporate assets valued in excess of one million dollars.

Accountable to the Division Chief of Counter and Human Intelligence (CJ2X), for all expert knowledge of CI activities, including the activities of CI Teams and CISTs, Locally Employed Persons (LEP) screening and HUMINT Collection in the command’s battle space. Provide intelligence support to fully exploit actionable intelligence, provide written and oral reports and briefings to senior leaders, and conduct quality assurance over CI/HUMINT analysis, HUMINT collection and CI activities. Travel (ground/air), as required, throughout the CJOA-A, in order to accomplish intelligence support activities. Act as the coordinator/special advisor to the CJ2X on all matters concerning Counterintelligence and HUMINT activities, including screening and HUMINT collection operations conducted within the CJOA-A. Conduct constant interaction with General Officers, Senior Executives, and ministerial level officials resulting in the understanding of VIP protocols and tact. Maintain situational awareness of key CI and HUMINT issues within Afghan National Security Forces (ANSF), including Ministry of Defense (MOD), Ministry of Interior (MOI), and National Directorate of Security (NDS). Daily fusion with ISAF/USFOR-A, ANSF, Government of the Islamic Republic of Afghanistan (GIRoA) and other applicable staff on ISAF/USFOR-A and ANSF CI/HUMINT Architecture, CI/HUMINT Strategic partnership initiatives, and any initiatives or issues that arise either through guidance from the ISAF/USFOR-A Commander or CJ2 leadership.

Conduct Preliminary Credibility Assessment Screening System (PCASS) examinations, screenings of both Local Nationals (LN) and Third Country Nationals (TCN) for access to ISAF/USFOR-A military base camps in order to recommend approval or denial of access in accordance with ISAF/USFOR-A and IJC SOPs. Ensure that screeners have checked the Local National/Third Country National and other applicable databases, collected biographical information, detected discrepancies between old and new reports, collected biometrics data, collected information of force protection and counterintelligence interest, informed interviewee of force protection and counterintelligence reporting processes, utilized credibility assessment tools and training, provided data, reports and assessments into appropriate databases, websites and portals and provided the necessary offices a memorandum listing of the screened personnel. Research databases, open source materials, and intelligence products to develop operational leads. Conduct full-cycle target analysis including requirements decomposition, target assessment, and target collection evaluation. Produce intelligence products on terrorist tactics and operational capabilities to include internal security, organizational facilities, biometric intelligence products and personalities involved in terrorism tactics, techniques and procedures to include threats, intentions, capabilities, modus operandi, and environment to support national-level counter terrorism planning and operational missions.
