Responsible for working with Florida local government officials and other stakeholders to identify and implement strategic economic and environmental projects that lead to sustainable communities by stabilizing and diversifying their economic base and improving and protecting the long term health of their watersheds. In this role I am working with the Florida TNC team, federal, state and local governments, other NGOs and community leaders and citizens to implement watershed-based planning and create Estuary Programs based on the EPA National Estuary Program (NEP) model in Florida watersheds not currently covered under an NEP or National Estuarine Research Reserve. This work has resulted in EPA awarding $2M to the Perdido/Pensacola watershed to create an Estuary Program and multiple counties designating significant funding to create estuary programs in the Choctawhatchee and St. Andrews/St. Joe watersheds.

Responsible for providing management assistance to the District Director. My duties include ensuring that routine operations in the district are performed successfully including permitting, enforcement and public relations. One of my key roles is to interface with the media, legislators, local government officials and the public to relay information regarding Department activities and resolve their issues and concerns. In addition, I serve as the District’s criminal coordinator, and have been the District’s lead for the Deepwater Horizon response since the spill occurred. Beginning in June of 2011, my Deepwater Horizon role was expanded to become the Department’s lead for the response as Florida’s SOSC.

Responsible for providing management assistance to the Director of District Management (DDM). My focus was external stakeholders and ensuring that their needs were met and their activities were permitted and operated in compliance with Florida statutes and rules. I was involved in high profile issues to facilitate their resolution, responded to legislative inquiries, served as the District’s criminal coordinator and media contact, reviewed and provided comments to Intergovernmental Programs for projects they reviewed, interfaced with local, state and federal governmental agencies to increase communications and build partnerships.

Responsible for providing management assistance to the Director of District Management (DDM). My duties included ensuring that routine operations in the district were performed successfully including permitting, enforcement and public relations. In addition, I directly supervised the district’s Watershed Management, Ombudsman/Communications and Restoration Sections, interfaced with the media and the public to relay information and respond to questions about District activities, worked with the public and legislators to resolve their issues and concerns, obtained grants to restore critical estuarine habitat, served as the District’s criminal coordinator and Clean Marina representative, and assisted District staff as necessary to improve processes and complete projects. Between September 2008 and November 2010, I also performed the duties of the District’s Administration Program Manager. Duties associated with this work included supervision of the Administration program staff, serving as the District’s Budget Coordinator and managing the District’s personnel actions.

Responsibilities included both Technical Assistance and Business Development. I provided technical expertise to management personnel responsible for administering contracts supporting both the US Environmental Protection Agency (EPA) and the Environmental Council of the States (ECOS). These efforts involved working with the EPA and ECOS customers to develop messages that effectively conveyed complex issues and topics in easily understood terms and formats. I applied my communication and writing skills to the management, review, drafting and editing of numerous contract proposals that resulted in the generation of contract awards in excess of $1.2 billion. Specific activities included providing communication / outreach, performance measurement / result based management technical support, drafting, editing and review of major contract proposals, representing LMIT Application Development and Maintenance Solutions (AD&MS) at national conferences and assisting in the management of the AD&MS Business Development group.

Responsibilities included serving as the Ombudsman / Public Outreach Coordinator for the Northwest District and development of innovative storm-water solutions and building partnerships to implement them. Specific activities and accomplishments included coordinating review of intergovernmental projects, coordinating and hosting monthly intergovernmental meetings, creating intergovernmental partnerships to create the Glynn Key Stormwater Pond and the Pensacola area Environmental Education Coordination Team (EECT).

Responsibilities included: representing the Florida DEP on National workgroups and committees, policy development, negotiation of the Department’s Performance Partnership Agreement with Region IV EPA, project management, development/implementation of the Department’s result based performance measurement/management system (Secretary’s Quarterly Performance Report – awarded as a Finalist in the 1998 Innovations in American Government award program from the Ford Foundation and the John F. Kennedy School of Government at Harvard University), and preparation/presentation of policy recommendations to senior management.

Environmental Specialist II duties included compliance and enforcement inspections at regulated/unregulated sites, complaint investigations and enforcement related activities. Pollution Prevention related duties included development and implementation of the District’s Pollution Prevention program, team building, information distribution and problem solving.

Duties included project management of over 150 contaminated sites, preparing enforcement documents, conducting meetings, drafting letters detailing the state’s cleanup requirements and process, interfacing between Department technical reviewers and site owners and conducting site visits to monitor compliance.

Duties included staffing the county’s Zoning Board of Adjustment by preparing and presenting staff recommendations; issuing building permits, verifying zoning, soil types and possible wetland areas by interpreting various maps, reviewing FDEP Dredge and Fill permits for compliance with county ordinances and preparing appropriate responses and verifying completeness of submittal packages for development projects.

Duties included conducting and preparing reports for Contamination Assessments, Closure Assessments, facility compliance audits, Environmental Site Assessments and Asbestos Surveys; establishing and maintaining the office’s printer network and preparing CAD drawings.
