Serves as Chief of the Civil Engineering Branch responsible for overseeing the development of preliminary and final specifications, designs, drawings, estimates, and related technical civil, geotechnical and structural engineering data required for the planning, design, construction, repair, and rehabilitation of engineering projects, e.g., dams, powerplants, pumping plants, switchyards, water irrigation/conveyance systems, fish facilities, buildings, offices, recreational sites and related miscellaneous structures and facilities. This includes determining the type, physical characteristics, and location of specific features for approved or proposed project plans and/or rehabilitation activities. The Branch is also responsible for providing technical support to project and design teams for the assessment of Safety of Dams (SOD) work, Safety Evaluation of Existing Dams (SEED) work, Review of Maintenance (ROM) activities. Also provides technical assistance and advice to other regional entities relative to ongoing construction, rehabilitation, maintenance, modification, and operations activities. As a supervisor over civil engineers, the incumbent controls work assignments, sets standards of performance, and establishes job work parameters for subordinate staff.

Provides management oversite of designated Area Office programs and priorities as assigned by the Area Manager. Maintains close coordination with technical experts from Federal, State, tribal, and local resource agencies, Reclamation, and other organizations from the academic and private sectors, in order to incorporate widely varying perspectives into the overall objectives of the programs. Serve as second-level supervisor and shares in the personnel administration of the Area Office. Accomplishes work through subordinate supervisors. Coordinates the development and implementation of an effective and efficient organizational structure, with appropriate staff, materials, and equipment. Supervises and manages assigned program activities to ensure that common priorities, information sharing, and accountability exists between the Area Office organizations. Serves as key advisor to and representative for the Area Manager. Represents Reclamation in dealings with various private and public interests. Provides advice and recommendations to the Area Manager on key issues that may affect critical aspects of Reclamation programs in the area including matters of confidential nature, Congressional inquiries, or other matters of special interest. Maintains close relationship with Federal, State, tribal, and local resource agencies, water users, and environmental organizations to develop an in-depth understanding of their interests and to identify opportunities for consensual resolution of differences. Establishes and maintains liaison relationships, as appropriate, with other Regional Office organizations, the Denver Office, and the Commissioner's office to facilitate accomplishment of program objectives. Represents the Area Manager in conferences and discussions with the Denver Office and key staff of the Commissioner's Office. Represents Reclamation in relations with local media, organizational groups, and special interests.

Provide technical review and oversight of various design projects for the Region’s Area and Program Offices with the support of approximately 3 to 4 junior engineers. Engineering design projects include, but not limited to; design of small scale pipeline replacement, CVP Cost Allocation Study, design of drought response project for the Folsom Dam, construction estimating and specifications development. Project development includes drafting initial scope, schedule and budget. Oversight includes keeping the project within the accepted scope, schedule and budget. Plan, direct and coordinate MP Regional Value Program. Facilitate and complete Value Studies of various projects being developed for the Region’s Area Offices. Facilitating studies include; train study participants, direct participants through the value job plan to complete study objectives, draft presentation documents, lead value participants through a verbal presentation of findings, and complete a final written report. Collaborate with and support Reclamation Value Program Manager by producing annual reports for incorporation of common Reclamation report to the Commissioner’s Office.

Collaborate with the Regional Value Program Coordinators and project managers to identify and schedule Value Studies for all projects meeting the requirements. Direct the work of the Value Program Assistant to carry out the coordination and administrative activities necessary to support the Value Program. Serve as an expert consultant and advisor on Value Analysis questions, techniques, and procedures. In a limited capacity, lead or assist Value Planning and Value Engineering study teams by guiding teams to produce a report with alternatives or proposals that add value to the project and meet Reclamation standards. Apply Value Analysis concepts during Value Studies to enhance work performance and product quality.

Complete Engineering duties consisting of design, specification development and review, acquisition package development, contract administration, and project management. Engineering design projects in support of, but not limited to, Navajo-Gallup Water Supply Project (NGWSP), Navajo Indian Irrigation Project (NIIP), Animas – La Plata (ALP) Project, Native American and other Government projects. NIIP features include earthen dam and reservoir, canals, pipelines, pumping plants, sub-surface drains, and appurtenance structures. Additional engineering design work includes; coordinate field investigations for the NGWSP, a 54- to 24-inch, 280 mile potable water transmission line; design rehabilitation of 30 yr-old concrete lining for the NIIP Main Canal; coordinate small project to complete transfer requirements for the NIIP; and, design consultation on the ALP Project. Currently FAC-COR certified and use this training on a daily basis when interacting with contractors awarded work through simplified acquisitions up to $6,000,000 in value. As a qualified Value Engineering (VE) Facilitator, I am experienced in training, assigning work, and leading multi-disciplinary teams through the requirements for completing a VE study. I am required to establish and maintain a collaborative working relationship with the State Department of Transportation, Bureau of Land Management and Bureau of Indian Affairs, County Transportation Departments as well as interact with elected officials within Navajo Chapters affected by the current projects. Within my current duties, I work to ensure compliance with the NEPA, cultural, and environmental regulations required for internal work and contractual work being completed for Reclamation.
