The Branch is also responsible for providing technical support to project and design teams for the assessment of Safety of Dams (SOD) work, Safety Evaluation of Existing Dams (SEED) work, Review of Maintenance (ROM) activities. Also provides technical assistance and advice to other regional entities relative to ongoing construction, rehabilitation, maintenance, modification, and operations activities. As a supervisor over civil engineers, the incumbent controls work assignments, sets standards of performance, and establishes job work parameters for subordinate staff.

Establishes and maintains liaison relationships, as appropriate, with other Regional Office organizations, the Denver Office, and the Commissioner's office to facilitate accomplishment of program objectives. Represents the Area Manager in conferences and discussions with the Denver Office and key staff of the Commissioner's Office. Project development includes drafting initial scope, schedule and budget. Oversight includes keeping the project within the accepted scope, schedule and budget. Plan, direct and coordinate MP Regional Value Program. Facilitate and complete Value Studies of various projects being developed for the Region’s Area Offices. Facilitating studies include; train study participants, direct participants through the value job plan to complete study objectives, draft presentation documents, lead value participants through a verbal presentation of findings, and complete a final written report. Collaborate with and support Reclamation Value Program Manager by producing annual reports for incorporation of common Reclamation report to the Commissioner’s Office. -

Civil EngineerBureau Of Reclamation Mar 1998 - Sep 2013Farmington, New MexicoComplete Engineering duties consisting of design, specification development and review, acquisition package development, contract administration, and project management. Engineering design projects in support of, but not limited to, Navajo-Gallup Water Supply Project (NGWSP), Navajo Indian Irrigation Project (NIIP), Animas – La Plata (ALP) Project, Native American and other Government projects. NIIP features include earthen dam and reservoir, canals, pipelines, pumping plants, sub-surface drains, and appurtenance structures. Additional engineering design work includes; coordinate field investigations for the NGWSP, a 54- to 24-inch, 280 mile potable water transmission line; design rehabilitation of 30 yr-old concrete lining for the NIIP Main Canal; coordinate small project to complete transfer requirements for the NIIP; and, design consultation on the ALP Project. Currently FAC-COR certified and use this training on a daily basis when interacting with contractors awarded work through simplified acquisitions up to $6,000,000 in value. As a qualified Value Engineering (VE) Facilitator, I am experienced in training, assigning work, and leading multi-disciplinary teams through the requirements for completing a VE study. I am required to establish and maintain a collaborative working relationship with the State Department of Transportation, Bureau of Land Management and Bureau of Indian Affairs, County Transportation Departments as well as interact with elected officials within Navajo Chapters affected by the current projects. Within my current duties, I work to ensure compliance with the NEPA, cultural, and environmental regulations required for internal work and contractual work being completed for Reclamation.
