    The first of its kind in the nation, the National Center for Bioethics in Research and Health Care was created in 1999 after an apology by President Bill Clinton to the survivors of the Tuskegee Syphilis Study. The center's objectives include providing awareness of historical and contemporary medical treatment of African Americans, assisting in the elimination of racial disparities in health, and improving access to quality health care and health services. I was asked by the new Director shortly after the National Center was created to come to Tuskegee to serve as the health law and policy consultant at the National Center, where I designed and implemented a community-based bioethics, public health policy research and technical assistance program to address poor, disadvantaged persons and communities of color. Accomplishments included three funded grants in the areas of ethics, end-of- life care and ethics leadership training.
