SPA develops predictive and prescriptive analytic methodologies, prototypes computational forecasting tools, and leverages those tools to improve decision-making.

Lead RO for $1.5B Naval Aviation Maintenance funding for airframe and engine organic, commercial and inter-service depot maintenance requirements for USN and USMC.

Military lead for all standardization, quality and safety aspects of a $600M MRO activity. Initiated multiple process improvement events along with directing the standardization of the Department of the Navy's three aviation depots discrepancy reporting system.

- Directed all facets of Maintenance, Repair and Overhaul (MRO) for five aircraft production lines that included F/A-18, P-3, EA-6B, H-60 and S-3.-- Oversaw overhaul and repair services on four engine systems including F-404/414 engines and modules, J-52, TF-34 in support of U.S. Navy Fleet, Performance Based Logistics (PBL) corporate partnerships and other inter-service requirements.-- Coordinate maintenance and overhaul of nearly 30,000 engine, structural, mechanical, electrical and avionics components annually.-- Fabricate and manufacture over 29,000 discreet aircraft and engine components in support of U.S. Navy, Defense Logistics Agency and inter-service requirements.

Led 70 civilians and 2 Naval Officers in all aspects of AGM-88 support. Provided direct support to the fleet in response to emergent material and logistics issues, software support and engineering requests. Oversaw the mission planning team providing support to FA-18A-D, FA-18EF, EA-18G and EA-6B aircraft. Lead tester for the AGM-88E AARGM missile. Directed all aspects of the government/military test effort including detailed design and specification requirements, test planning, TEMP reviews, design reviews, firing scenarios and integrated test planning with contractor, developmental and operational test organizations.Detailed knowledge of the EA-18G aircraft. Established initial design requirements for all HARM/AGM-88 interface requirements. Developed numerous Crew Vehicle Interface enhancements. Lead a 25+ member team of government engineers, military fleet and test representatives establishing the prototype structure and functionality of the EA-18G mission planning system. Conducted preliminary system and software flight tests validating aircraft software architecture and EA capabilities.

Conducted research and policy analysis on several projects within both RAND's National Defense Research Institute and Project Air Force. Completed work related to defense acquisition, along with publishing research with Dr. Yool Kim related to the management of aging aircraft by the services.

As maintenance officer managed the organizational level maintenance of 4 EA-6B aircraft. Directly lead 7 Officers, 12 Senior enlisted and 180 enlisted maintenance sailors through a rapid turn-around training effort and accelerated deployment.

Organized and conducted all west coast battle group training during the Composite Training Unit Exercise period. Conducted all EW training events along with arranging and leading the staff through the Final Battle Problem scenario exercise.

Oversaw the training of over 32 select Naval Officers and Test Engineers in the advance techniques required to perform developmental testing of advanced avionics and aeronautical systems. Led students through both classroom and airborne training in Radar, navigation and integrated systems testing to include test planning, data collection and report writing. Developed and led the implementation of a significant restructuring of the airborne systems syllabus to better leverage available resources and capture requirements for more advanced integrated systems.

Performed software SQT testing, HARM integration and mission planning efforts for the first EA-6B Block 89A upgrade.

Class 110 systems program

Initial EA-6B squadron. Assigned as Tactics and mission planning SME, Avionics and Armament Division Officer and Assistant Maintenance Officer. Qualified as Mission Commander, EA-6B NATOPS Instructor and Functional Check Flight Officer. Completed two combat deployments, accruing over 1000 hours and 250+ carrier arrestments.
