As the CHRO, and in partnership with a multidisciplinary team of 25 professionals, I was mandated with the delivery of corporate leadership and establishing and maintaining the HR function as a strategic business partner with Senators, the Senate Administration’s Management team, and all Senate employees. As the senior executive in HR, I provided advisory expertise and strategic planning in the support and achievement of institutional short and long term business priorities and objectives.• Recommended to the Committee on Internal Economy, Budgets and Administration, strategies, mandates and positions for collective bargaining and matters arising from the Parliamentary Employment and Staff Relations Act (PESRA). • Advised the Executive Committee at the final level of the grievance procedure on all matters, including staffing, labour relations, collective bargaining, and classification, before such matters could be brought to adjudication. • Worked with union partners to address significant industrial relations and human resource management, issues including the negotiation of major HR matters with an eye to resolution.• Developed the Senate’s first developmental programs in the areas of financial management in order to deal with issues emanating from the Auditor General’s 2014 Audit of Senators’ expenses.• Implemented complete HR systems reviews and reporting requirements under various acts of Parliament such as the Employment Equity Act, Official Languages Act, and PESRA.• Managed the compensation, benefits, employee recognition, compensation programs, classification, organizational design, job evaluation, and labour relations teams.• Under the mandate of the HR modernization project, developed and managed the Senate’s first ever HR planning initiative to identify a clear understanding of the organization’s current and future business strategies.
