Co-Manager-Collateral Consequence Assessment Tool (C-Cat)North Carolina Office Of Indigent Defense Services Jun 2009 - Feb 2012123 West Main Street, Suite 400, Durham,Nc 27701C-CAT is a web-based database that allows users to search and compile collateral consequences associated with specific North Carolina criminal offenses. Currently, collateral consequences are scattered throughout more than 168 chapters of the North Carolina General Statutes as well as in state agency regulations and federal law. The criminal statutes associated with a particular criminal offense seldom identify the collateral consequences of a conviction. As a result, those involved in a criminal proceeding, including defendants, judges, prosecutors, and defense attorneys, are often unaware of the consequences flowing from a conviction in the case. C-CAT allows indigent defenders and other criminal defense attorneys to advise their clients fully and accurately about the ramifications of a criminal conviction. The tool will also assist prosecutors and judges in tailoring plea arrangements and sentences that impose appropriate sanctions while avoiding unintended detrimental consequences for people with criminal records. Morevoer, C-CAT will enable service providers, who work with people with criminal records, to develop legally viable plans for employment, housing, education, and other services necessary for successful reintegration into society.

Attorney-Systems Evaluation Project CoordinatorNorth Carolina Office Of Indigent Defense Services Nov 2007 - Feb 2012In 2005, the North Carolina Office of Indigent Defense Services (IDS) created the Systems Evaluation Project to develop performance measures that would evaluate system outcomes and cost-effectiveness and enable IDS to assess, with empirical data, how well the indigent defense system meets the needs of our clients, the criminal justice system, and the community. With a data-based evaluation tool IDS will be able to improve the quality of legal representation for the poor, increase system efficiency, and quantify the social and economic benefits that quality indigent defense services generate for our clients, the criminal justice system, and the community.
