Travis Air Force Base

Directed procurement requirements for eight Project Managers. Planned and executed $2.2M in Operational Maintenance requirements and $12M in Communication projects annually. Worked with outside vendors and contractors in project planning through all phases of project implementation. Maintained communication project status and coordinated with base operations staff of a $44M network for 13,000 users. Co-led the replacement of Travis Air Force Base Trunked Land Mobile Radio (TLMR) system. Evaluated the impact of emerging technology to ensure the system would be on the cutting edge when delivered. Prepared a brief for senior leadership approval on the new technology. Authored the Performance Work Statement (PWS) and was appointed as the lead Contracting Officer Representative (COR) for the $3.6M project. Ensured that project milestones were assessed to be in line with the government’s needs and to provide minimal impact to current operations. Continually sought after for experience in implementing information technology activities. Authored/developed specifications, justification and economic analysis for a government network wireless expansion project totaling $430K.

Oversaw unit training programs, policies, and procedures for 200+ personnel. Budgeted Air Education and Training Command course requirements for 160 members in 14 work centers. Managed Department of Defense (DoD) 8570 network certification program for 130 uniformed members and 13 civilian personnel for three Wing Level and thirty-three tenant organizations. Led three network security training courses; trained thirty-six members and saved $70,000 in Temporary Duty expenses for unit’s budget. Managed career field technical school member’s training surveys. Ensured personnel scored 85%+ on End of Course (EoC) exams, and provided test reports vital to schoolhouse feedback. Converted 180+ personnel to a new Information Technology career field, largest transformation in Air Force history, project ahead of schedule. Taught 81 emergency management courses in eight months for 200+ personnel. Budgeted for yearly Information Technology recertification courses as well as standard certification courses totaling $50,000 in courseware. Created training programs for Travis’ configuration management team, taught 15 system administrators proper Air Force naming convention and provided hands-on screening and testing of capabilities. Liaison between vendors and Air Force personnel for design and development of Enterprise Applications.

Oversaw help desk trouble ticketing electronic system. Enforced local network policies and procedures. Performed troubleshooting/fix actions for 13,000 users in 195 base-wide units. Tracked, analyzed, and oversaw email effectiveness for installation personnel. Coordinated network software/hardware installs and inventory for a $44M network. Quality checked communications contracts for $136K in Information Technology service plans and identified and launched zero-cost monthly calling plans saving $34K per year. Worked with vendors and base technicians to conduct surveys of current architecture and infrastructure to determine the most cost effective methods of meeting work needs as well as plan for the future. Performed Local Area Network(LAN) mainframe fault isolation services. Conducted network software scans increasing efficiency of network systems. Piloted a usable tablet solution that integrated with the Air Force network. Conducted analysis of multiple tablet platforms for the network. Led multi-disciplined team responsible for logistics, System Development Life Cycle, planning and operations sustainment of a front-line combat aviation unit with worldwide responsibility supporting highly sensitive, Secretary of Defense-directed missions. Managed classified network backups and distributed data to off-site storage facilities. Oversaw acquisition, integration, repair, modification, system security testing and accreditation of a $2M complex signals intelligence system operated on board manned and unmanned joint special operations forces aircraft. Directed acquisition, inspection, maintenance and fitting of $550K aircrew life support equipment. Administered unit computer and communications networks encompassing 210 user accounts on four classified and two unclassified networks. Managed and maintained a budget over $300K and devices totaling over $550K. Equipped aircrews to fly over 4K missions in 44 countries, solely responsible for combat operations from five locations. Led $1M aircrew life support facility project, secured funding for additional 1800 square foot workspace supporting 800 worldwide missions annually.

Lackland Air Force Base/Pope Air Force Base

Performed entry control procedures into restricted areas for priority flying aircraft. Oversaw motorized patrols protecting $870M in assets and equipment. Maintained a 48-hour watch in the Joint Security Area Demilitarized Zone at Panmunjon South Korea sustaining a fully operational alert center. Led a coalition team for the Advanced Secretariat/Joint Duty Office for the United Nations Command Military Armistice Commission. Maintained and troubleshot local and wide-area network operating systems performing hardware/software upgrades and installation for four different operating system platforms. Coordinated project support and training for software development vendors for Air Force systems. Tested vital programs for implementation into network security and assurance computers. Increased system design and development for 20 end-user systems, which included new code for small computers. Responsible for analyzing classified system software for re-deployment into two Air Force groups. Worked extensively on creating new Information Technology training guides to encompass hands-on testing as well as directional coursework. Completed over 2,000 work orders with zero errors and a 100% satisfaction rate.
