Title is “Ask What You Can Do - Why local government needs more technologists and how you too can serve”. Consulted on how to develop a next generation local government that integrates data and technology to better serve the public.

The City of Seattle’s Open Data program makes the data generated by the City of Seattle openly available to the public. As Manager of the Open Data program, I led the implementation of the City’s Open Data policy, driving efforts across all City departments to release high-value datasets onto the City's Open Data portal (http://data.seattle.gov) and created the first strategic plans for the program. I also oversaw a team budget of $1.1 million. In 2017, I grew the impact of the program by overseeing the release of 76 major datasets, from 20 departments, onto the Open Data portal – resulting in the addition of 130 million rows of new data being made available to the public, a significant growth in the overall platform and this trend continued through 2018. I advocated for and then built a Data Insights team focused on analyzing qualitative & quantitative data from hundreds of millions of customers running localized Windows software. The insights generated transformed the organizational decision-making processes related to shipping Windows 10 in over 100 languages. By enabling real-time customer feedback, usage patterns, Net Promoter Score (NPS) and top issues per market to be surfaced in dashboards that empowered management with new decision-making capabilities, I helped ensure the right customer issues were being addressed as we moved to a Windows-as-a-Service delivery model.

Responsible for the localization quality of key Desktop and Mobile feature sets of Windows 10. Managed a team of 7 FTE and 25 non-FTE staff (located in Beijing, China).

Responsible for the localization testing of multiple major feature sets of both the Windows 8 and Windows 8.1 releases. Managed a team of 6 FTE and 7 non-FTE staff.

Responsible for the localization testing of multiple major feature sets of the Windows 7 release. Managed a team of 5 FTE SDETs + 2 non-FTE staff.

Developed protocols and automated testing solutions for localized Digital Media feature sets (Windows Media Player, Server, & Encoder).

Responsible for managing in-house & external localization testing of Digital Media products and features of the Windows OS.

Responsible for localization testing of Site Server 3.0. Due to my strong performance on this project, I was hired by the host Microsoft team as a Full Time Employee (FTE) in June 1998.
