• Create stand-alone, self-contained software utilizing SQL, C, Perl, Visual Basic and Java to replace/enhance the Wireless Carriers’ Phase II E911 System for improvement in performance and faster operation of location base technology. • Create software to assist in auditing E911 parameters in Location base equipments. • Audit the overall health of the E911 network in preparation of accuracy drive test for semi-annual FCC reporting. • Lead a team of 5 engineers, supervising daily task of supporting client’s network operations. • Provide Scout configuration settings to support for new PSAP deployments, new sites, rehomes, and new WLS platforms. • Provide expertise for E911 network troubleshooting of drive test optimization and reoccurring operational issues. • Work with Cingular Operations to resolve continuity issues of cross connects between the remote site and the central system. • Periodically review LMU configurations to ensure up-to-date software revisions and conduct self survey to substantiate optimal functionality. • Develop network design to balance multiple platforms in any one market area and identify discrepancy in the E911 system’s input files and propose standardization of data pertaining to location performance between the various entities. • Perform Cisco router IP configurations for Location Base technology over Sigtran. • MapInfo certified.

• Led team of 6 network engineers overall responsible for network design, PSAP deployment, and capacity planning.• Design and engineer core equipments for RIP and expansions. • Ensure Phase 2 functionality in accordance to FCC mandate for Southeast Region.• Manage vendor relations with TCS, Intrado, TruePosition, and Andrews reviewing scorecard performance and adherence to contractual responsibility.• Serve as technical advisor for new technology with CTO in determining impact with E911 functionality.• Participate in FOA then write technical documents for engineering and implementation plans.• Representative for in monthly/quarterly meetings with NENA, APCO, CTIA, and ATIS.• Utilized UNIX to perform call tracing in True Position, Agilent, and Andrews equipment.• Participated on E911 troubleshooting conference calls as tier III support serving as the Regional SME on the wireless E911 platform in both hardware and the software configuration. • Actively administered and tested new hardware/software compatibility prior to release and report defects in performance to HQ Compliance Manager. • Identify universal parameters for E911 network in Location base equipment, Routing Data Translations of E911 trunks, and configurations at the MPC/GMLC then create Engineering and Implementation Plan for national distribution.• Review and submit annual budget for vendor services by reconciling past invoices and anticipate forecast of network growth.

• Collected all data pertaining to E911 within internal department and with MPC vendors such as Intrado and TCS to verify data for errors. • Ensured data in vendor’s system matched data in AWS system and made corrections where needed. • Utilized SQL to create central repository database to house all E911 data and wrote automated scripts to check for errors. • Submitted all data to the MPC providers required for new PSAP deployments, rehomes and new sites. • Reconcile data translation on Ericsson and Nortel switches to ensure B tree are built correctly for proper E911 routing of Phase I HCAS, Phase II NCAS, and Lb migration.• Interface with the LERG to establish valid NPA-NXX of ESRK/ESRD ranges for ALI routing table.• Order E911 trunks to interconnect with PSTN Selective Routers serving each PSAP.• Created an internal ASP website that provided an interface with E911 database to make the data readily available to anyone in a point-and-click format. • Facilitated troubleshooting between operations and the vendor when needed.
