Resuming role as Assistant Director, I continue to be authorized to sign property & construction contracts on behalf of the Department. Along with many other leadership responsibilities, my Assistant Director duties include Construction Section staff and vision management in this fast-paced environment, while assisting our new Director to become familiar with past Division policies, responsibilities and our ever-growing workload. See below for additional responsibilities.

Supporting the Department as Interim Director while new permanent Director was identified, I oversaw Property & Construction Division staff and activities (providing direction on critical project issues), including reviewing and signing Department Capital Improvement contracts (as Capital Project Coordinator), easements, transactions, agreements, etc., while representing our Division at all Department leadership meetings. I worked with the State Budget office to report & secure funding for Department projects and continue to create and maintain strong relationships to support Department mission, including the State Construction Office.

Since being promoted to this position, I oversee timely and successful delivery of Department construction projects, performed both independently and/or with assistance from our engineering group (while still performing Engineer duties noted below). I’m responsible for vision-setting within the Section, staffing and mentoring engineering staff, conducting performance reviews & reporting capital / non-capital financials. I guide our Construction Section toward achieving project and financial success (on each & every project), and work closely with Department / Division management, triaging Department requests, making sure critical needs are met. Once again, my success relies on persistent communication and the strength of relationships (partnerships).

As a project leader (aka Project Manager/Owner’s Representative), I manage multiple active NCDA&CS projects, selecting and utilizing design consultants and contactors as necessary to achieve the successful completion of our critical facility needs. This effort includes designer selection and contract oversight, design plan review, contractor bidding, construction oversight and project close-out. Efforts supported installation, maintenance, renovation projects, and repair to the resource and statewide facility infrastructure of all NCDA&CS facilities. Projects range from design and construction of major new & sophisticated facilities, to smaller & simpler facility renovations or repairs, with values ranging from one hundered dollar to several-million dollar projects. As the pseudo “project manager” project scope, schedule and budget was closely monitored on both capital and non-capital projects.

•Successfully managed and designed commercial, large single and multi-family developments, along with university campus rehabilitation projects, which were located in inland and coastal North Carolina•Managed all financial aspects of projects, including preparing proposals, change-orders, subcontracting, invoicing and providing assistance during collection of outstanding invoices•Represented clients and their projects by presenting at public meetings, as well as supporting throughout the public permitting process•Developed, directed, and coordinated activities of project team members in multiple offices to ensure that project progressed on schedule and within prescribed budget, meeting and often exceeding corporate objectives•Designed public and private roads, water and wastewater systems, including gravity, low-pressure and force main/pump stations. Also experienced in state stormwater design regulations, erosion control standards, wetland impact applications (both inland and coastal), as well as NCDENR, NCDOT and USACE permitting standards•Prepared cost-effective site engineering designs in an efficient and feasible manner, supporting the client’s objectives while providing consulting advice and guidance •Provided client with cost-effective engineering designs, alternate construction options and solutions, with the intention of reducing development costs and increasing permitting and construction efficiency•Worked on-site with client, contractors and sub-consultants to achieve goals and resolve construction conflicts•Cross-marketed McAdams’ services to clients in support of their projects, interests and goals•Provided business development support by identifying new business opportunities, successfully marketing additional work from current and potential clients, with the support of successful current and past projects

•Directed and conducted daily field and office civil engineering operations from Plymouth, Michigan office (5+/- employees) for land development and multi-family residential building company (based in Columbus, Ohio).•Specialized in developing sites utilizing the quad-unit, ranch style, on-slab “Epcon Communities” franchise product.•Operated as the on-site “eyes and ears”, supporting the corporate office located in Columbus, Ohio.•Served as firm’s site (horizontal) construction manager for on-going site construction operations, managing multiple sites under construction, while guiding proposed sites through the planning stages and new sites in due-diligence.•Recognized and researched new land acquisition opportunities for possible future projects (multiple states).•Conducted due-diligence and prepared feasibility studies for potential projects, as well as development pro-formas.•Performed quality and value engineering review to reduce construction costs and increase construction efficiency.•Coordinated and negotiated with City officials and contractors during final City site acceptance post-construction.•Spearheaded efforts to eliminate potential ADA / FHA infractions caused by general contractor’s non-conformance with unit accessibility requirements (per the approved plans).•Reviewed consultant’s and contractors proposals and quantity take-offs for consistency, accuracy and cost/value.•Worked in partnership with site superintendents, firm’s vertical construction manager and sales director.•Prepared detailed construction plans and detailed cost estimates for site-work bidding.•Authored and/or amended design and construction contracts to eliminate unnecessary work, reducing costs.•Responsible for trouble-shooting project’s problems in advance of (and sometimes during) vertical construction.•Coordinated with public utility companies (gas, electric, cable TV, telephone, hp gas, fuel oil, etc).

•Managed projects and engineering design team within 150-200 employee civil engineering consulting and surveying firm, managing large developments for national land developers while performing daily civil engineering design duties. •One highlight was the designing of subsurface drainage systems, utilized to lower seasonal high ground-water level, protecting subsurface development (utilities, home basements, etc), making undesirable land developable.•Served as an expert-witness to support attorneys and clients during legal disputes.•Management and production responsibilities were similar, if not identical, to those at JRM (as detailed above).
