Dave provides leadership and strategic direction for all provincially regulated gaming, liquor and cannabis activities throughout the province, as well as all social responsibility and industry staff training programs, policy development, communications, marketing and stakeholder relations. Additionally, AGLC conducts investigations with respect to criminal code gaming offences, contraband tobacco trafficking, and most recently illicit cannabis trafficking/distribution offences under the Cannabis Act and money laundering in relation to these activities. Led AGLC’s Red Tape Reduction initiative, reducing regulatory requirements by over 49% to date.Executive sponsor of major technology project to modernize all of AGLC’s licensing and regulatory applications. Phase 1 completed on budget and launched successfully.Dave is also the Chief Anti-Money Laundering Compliance Officer for AGLC, a designated Reporting Entity to the federal regulator FINTRAC for all reportable casino financial transactions. Approximately 325 staff work in the combined divisions of Policy & Public Affairs and Regulatory Services.

Took on the role of CFO in addition to EVP duties while the organization recruited to fill the role permanently. Responsible for financial performance as well as Corporate Services (strategic and operational plans, risk monitoring, properties, records management, fleet management). Guided the organization to its best budget performance (approved budget vrs actuals) in recent years. Advanced numerous capital improvement projects and initiated the ERP replacement project.

Responsible for all regulated gaming, liquor, and cannabis activities within Alberta as well as all Social Responsibility programs. Executive sponsor for implementation of the regulated cannabis retail framework. Worked directly with Alberta Cannabis Secretariat, Ministry of Justice to provide advice on the framework and regulatory controls. Directly supported the Minister of Justice and Minister of Finance during public consultation and launch of non-medical cannabis in Alberta. Chief Anti-Money Laundering Compliance Officer.

Leadership of the Licensing and Charitable Gaming and the Inspections Branches, amalgamated into one branch to achieve greater synergies between teams. Identified and recommended policy changes to create enhanced business opportunities for regulated businesses while enhancing or maintaining public safety.

Responsible for leading the Inspections program, with team members located in 5 offices throughout Alberta.

Divisional officer responsible for leadership of 229 sworn and non-sworn staff for downtown Edmonton. Worked with elected officials, non-profits, and other leaders outside and within the police service to understand issues and improve service delivery. Downtown Division lead the EPS in crime reduction during Dave’s tenure as Inspector.

Responsible for design improvements and implementation/co-ordinating the promotion process for all sworn police officers up to and including the rank of Staff Sergeant. Provided direction and oversight to Divisional assessment and interview teams, worked directly with the Edmonton Police Association to gain support for the process and involved the EPA in oversight of assessment activities. Provided career advice counselling to participants in the process, both successful and not successful.

Divisional Officer responsible for 180+ sworn and non-sworn personnel delivering policing services to West Edmonton. Identify and lead teams that identify unique and novel approaches to crime reduction, resulting in West Division leading the EPS in this category during Dave’s tenure.

Shift Commander responsible for 40+ constables, sergeants, and detectives in patrol and general crime investigations.

Responsible for rotary and fixed wing aircraft programs as flight operations manager. Lead the successful capital project business case for Edmontons second patrol helicopter, Air2. Met with councillors, police commission, and other influencers to promote the value of 24/7/365 flight capability for improving public safety. Delivered Air2 on time/on budget. Implementation and improvement on flight operations policies and procedures as well as a new training curriculum for both pilots and tactical flight officers. While leading the Canine Unit team, researched and re-wrote/modernized canine polices to focus on safe apprehension of suspects, reducing canine engagements significantly while not impacting arrest capabilities. Brought in numerous equipment advances to improve team capabilities.

Responsible for design and implementation of training curriculum, equipment, certification testing of Tactical Team members. During combined tenure in the Tactical Team held Instructor certifications in the following disciplines: NTOA Rapid Deployment (Active Shooter response), Specialty Impact Munitions, Distraction Devices, Chemical Munitions, Arrest & Control (PSS, PPCT), Tactical Arrest & Control, Ground Fighting, Pepperball Deployment. Instructed EPS Tactical members on Stealth Entry, High Risk Warrant Execution, Van Assault and other disciplines. On loan instruction to Training Section for Recruit as well as In Service member training. Provided opinion advice to crown prosecution on use of force scenarios.

Investigation of Major and Serious sexual offences as well as serial offender offences. Lead several high profile investigations resulting in the arrest and conviction of offenders. Primary presenter to external organizations on the services and general investigative techniques of Sexual Assault Section.

As a Constable, held a variety of roles including Tactical Team Leader (5.5 yrs total Tactical Team), Patrol (West Division X 2, North Division), and Communications Division. Awarded Commendations and Divisional recognition for response to a variety of high risk events as a well as problem solving initiatives.
