Overall responsibility for environmental site investigation projects under the U.S. Navy CLEAN Program for sites in the Pacific Northwest and Alaska. Managed all aspects of projects including development of cost estimates and proposals, contract negotiations, implementation of field activities, progress reporting and preparation of project technical reports. Provided main liaison between project staff, subcontractors and U.S. Navy personnel. Also helped implement enhanced office general and project management operations in the areas of cost estimating and CPM project scheduling. Was an active member in the Puget Sound chapter of the Project Management Institute (PMI).

Directed project operations in the field and home office for environmental site remediation projects in Washington, California and Minnesota. Developed and implemented complex project execution plans including site mobilization, procurement, equipment selection, subcontractor selection and management, site remediation activities and preparation of project technical and progress reports. Developed and managed projects' budgets and schedules.

Managed project controls (cost and schedule) for various petroleum and energy projects in Japan, Irvine and Bakersfield, CA. Projects included a $2 billion petrochemical plant for Saudi Arabia - built in modular form in Japan then shipped to Saudi. Another major project was a 300 Megawatt Cogeneration plant in Bakersfield, CA.

Coordinated and prepared construction cost estimates for petroleum, chemical and industrial projects, directed related liaison with engineering and project management staff.

Structural Engineer for multiple refinery engineering projects. Later worked as a Field Engineer/Inspector at new refinery construction sites in the US Virgin Islands, Ecuador and Russia. Later worked as an Estimator preparing conceptual and detailed cost estimates for new refinery construction. Spent 2 months in contractor's office in Japan developing the cost estimate for a $600 million refinery expansion in Saudi Arabia.
