Campaign Manager of Vote16DC, a campaign to lower the voting age in DC to 16. Garnered significant media attention in local and national outlets, including NBC Nightly News, PBS NewsHour, and NowThis. Managed a diverse team of 30+ youth leaders and a coalition of 20+ organizations and oversaw all aspects of policy, legislative advocacy, community organizing and communications.

Co-founder of Volunteer Blue, a coordinated operation to recruit and deploy several hundreds of volunteers in support of a selected slate of progressive candidates for US Senate and House in New Jersey, Pennsylvania, and Michigan in 2018 and candidates for Virginia State House and Senate in 2017 and 2019. Prioritized support for people of color, women, and LGBTQ candidates. Coordinated high-impact volunteer recruitment activities in support of John Kerry (2004 Presidential), Judy Feder (2006 and 2008, VA-10), Barak Obama (2008, 2012 Presidential) and Hillary Clinton (2016 Presidential). Recruited over 800 volunteers that contributed thousands of hours of service in key districts in Virginia and Pennsylvania. Coordinated matching fundraising campaigns since 2008 generating a total of over $80,000 in small dollar donations to Presidential campaigns and progressive candidates for congress in Arizona, Illinois, Michigan, New Jersey, Nevada, Pennsylvania, and Michigan.

Provided training, capacity building, and technical assistance to non-profit partners in 45 states engaged in advocacy campaigns in support of consumer-centered policies for ACA implementation in their state. Led consumer-oriented research and analysis on federal and state-level implementation options under the Affordable Care Act (ACA). Provided strategic guidance to state officials, lawmakers, and Marketplace Board Members regarding state ACA and Medicaid options. Researched best practices in enrollment assistance operations and delivered over 50 webinars and trainings to front-line enrollment assisters, advocates, and other stakeholders.

Served on the the senior leadership team involved in budget and policy development. Guided Affordable Care Act implementation planning activities, including establishing the DC Health Insurance Marketplace, Pre-existing Condition Insurance Program (PCIP), and other private market reform initiatives for the District of Columbia. Oversaw special projects and strategic initiatives, including planning and implementation of the Healthy DC program and oversight of a public-private partnership operating a 400-bed community hospital

Was the senior advisor to the Director of the DC Department of Health, guiding policy, budget development, program management, staffing, and other core agency operations. Served as Interim Administrator of the DC HealthCare Alliance, overseeing a five-person team and $130 million budget that covered 50,000+ non-Medicaid eligible low-income residents. Assisted in the separation of the Medicaid agency from the department and establishment of the new DC Department of Health Care Finance.

Conducted policy analysis regarding the operational performance of the Medicaid and DC HealthCare Alliance programs, including eligibility and enrollment, fiscal management, policy development, language access, and health care quality. Provided policy and technical support for the 13 DC-based primary care health centers with a focus on expanding access to care, quality improvement, mental health and HIV specialty care, management of federal grants, medical liability coverage, workforce recruitment, and community advocacy. Coordinated annual advocacy campaigns that successfully passed major budgetary and legislative priorities in DC Council.
