VTG (VITECH) Black Box Network Services organized to provide full turn key contract services to regulated, and non regulated utility service providers. VTG was also used as the staffing and project management side of government infrastructure contracts. Responsibilities included marketing and developing new work opportunities, developing proposals and bidding jobs, the ramp up of new projects including materials, equipment and labor required to maintain a profitable project from kick off to the completion of the program. I developed project operation control processes and procedures for OSP, ISP, and Network facilities. Reviewed and approved all contract possibilities including the SOW, narratives, and pricing. I also acted as the single source of contact with VTG’s clients and had full P/L responsibility for on and off premise operations. VTG has been awarded contracts that included turn key OSP/ ISP, Networking and staffing solutions for Fort Stewart, Fort Bragg, Fort Jackson, and VCU. Clients included Verizon Fereral, Black Box, Verizon Business,

Always as part of my duties were to develop and provide Senior Management in the startup of their professional staffing division. I have over 28 years of staffing for contract labor as well as permanent placement employees. I have experience in managing large national as well as international recruiting efforts. Throughout my career I have managed up to 15 recruiting offices with over 50 technical recruiters under my direction.

After spending 18 years with my former employer I accepted a partnership position with Premise Networks Inc in order to develop Premise Technical Services Inc (PTS). PTS was organized to provide full turn key contract services to regulated, and non regulated utility service providers. PTS was also used as the staffing and project management side of government infrastructure contracts. PTS also supported technical staffing for the Homeland Security groups, and the Federal Post Office

Technical Services / Recruiting / National Accounts.Responsibilities included: Selling contingent resources and project solutions into new and existing clients throughout the United States. Developing and managing accounts such as: ATT Local, ATT HITS, KMC Telecom, Alltel, Level 3, Kiewit, MCI, Broadwing, XO, Sprint, City Signal, Adelphia, Light Core, New York Power, Florida Power Light, and General Dynamics as examples. Identifying, bidding, recruiting, planning, implementing and overseeing project based services that are consistent with our normal core of business. Oversee all recruiting functions for all divisions nationwide, and internationally. Implemented recruiting procedures, and processes. Developed a customized recruiting database that can interact with all recruiters. Trained Recruiters, and Recruiting Management to be knowledgeable, and capable of recruiting staff and contract personnel in all disciplines of technical services.

Developed an OSP Engineering, Inspection and Staffing company providing contract services to MCI, Western Union, GTE, United Telephone, Contel, South Western Bell, South Central Bell, and Pacific Bell. Senior Project Engineer designing sonet fiber rings, building entrances, conduit and manhole lay outs, and long haul fiber runs through multiple states. Provided Construction Inspectors to supervise, and insure quality control, for construction crews, provide logs to track production, perform surveillances, create asbuilts, and insure all company specifications are being followed.

Managed recruiters involved with providing technical services consultants to Nuclear, Power, Manufacturing, Aerospace, Automotive, A&E, IT, and Telecommunications clients. Developed detailed coding systems for resumes to insure quicker responses to our clients needs. Worked with several government, and military contracts to provide consultants with a variety of different types of required security clearances. Providing some Nuclear Outage programs, and Aerospace projects with as many as 400 to 500 consultants at a time. Handled all sensitive paperwork for hiring contractors, as well as setting up operations for payroll and billing process. Responsible for leading SEI into the telecommunications contracting arena. Development marketing plans and operations procedures.

I worked for the below Contracting firms through out the country Butler Telecommunications, assigned to Pacific Bell, and Mountain Bell as an Outside Plant Senior Project Engineer, OSP Planning Engineer involved in wire center growth studies utilizing LROPP, EFRAP, and CARL modules to develop 5 year plans. Engineered routine and held job orders that included aerial, buried, and underground facilities. Also involved in manhole details, and conduit verifications to update outside plant field records. APTEL, assigned to South Western Bell, Pacific Bell, and Southern Bell. Out Side Plant Senior Project Engineer. I worked in several states mainly on Master Contracts. I worked with aerial, buried, and underground fiber optic, and copper cable facilities. Provided feeder and distribution cable relief through carrier systems such as 914, and SLC 96. Provided engineer support for estimates, involving road moves, conduit and manhole projects, as well as pole line design. Fully trained in the field use of wheels, tapes, locators, height sticks, guy rules, pull finders, range finders, and range rods.
