As Deputy CIO and CIO1 (Application Services) Division Head, responsible for providing Information Technology and Cybersecurity expertise, management disclipline, and specialized services required to provide advice and technical assistance to EXWC business lines. Provides strategic direction in ensuring information technology is acquired and information resources are managed in a manner that is aligned with the policies, priorities, and mission goals of the Department of Defense, the US Navy, and NAVFAC.Applies innovative technical principles, practices, theories and state of the art methods to resolve technical and administrative issues. Determines appropriate products and services with clients and customers to define project scope, requirements and deliverables. Develops, modifies, and provides input to project plans. Implements project plans to meet objectives.Develops long range IS/IT program operating and maintenance plans for CIO based on evaluation of system design, conditions, contraints, analysis of future requirements, evaluation of economic environment, and consideration of policies and budget, Provides analysis of CIO issues across the Command area of responsibility (AOR) and makes recommendations, for resolution of operational issues and improvements in policy and processes.Provides the planning, design, acquisition and implementation of new and improved information systems to meet the business requirements of EXWC. Performs systems analysis tasks including performing needs analysis to define opportunities for new/improved business process solutions, consulting with customers to identify and specify requirements, and conducting business process re-engineering to implement process automation using IT tools.

Deputy Chief Information Officer for the Naval Surface Warfare at the Naval Sea Systems Command, Port Hueneme Division. Responsible for managing the Code 1041 Infrastructure Operations Group and the Code 1042 Application and Customer Services Group. Duties include strategic planning and service delivery coordination across a government and contractor cross-functional team responsible for all aspects of local application and infrastructure service delivery. Key duties include identification of local platform service strategies and near-term integration opportunities with Government Cloud platforms. Major responsibilities include ensuring alignment between local IT services and Echelon II NAVSEA HQ strategic initiatives and cross-Warfare Center (NSWC) platform, business process and application consolidation initiatives. Currently overseeing a team of 40+ government and contractor IT specialists providing IT infrastructure and application service delivery to 2400+ staff supporting the NSWC Port Hueneme Command in serving as the premier Naval Combat System In-Service Engineering Activity.

Serving on the Fleet Advocate staff for the Office of Engineering and Technology. Accountable for supporting the complex computer processing requirements required to support PHD's relationship with and service to Navy Fleet customers. Responsible for architecting and transforming a wide variety of data components into a consolidated Fleet/ISEA situational awareness system integrating disparate data sources and structures. Serving as a Fleet liaison to Regional Maintenance Centers, Fleet staffs, Program Sponsor, Surface Team One and Surface Warfare Enterprise. Providing support in the planning, conduct and execution of Command’s Fleet Readiness Reviews and In-Service Reviews. Leveraging knowledge of integrated computer systems to enable partnering with on-site reps and departments to address Fleet issues.

Member of the NSWC PHD Fleet Advocate Office. Provided services as to the various departments within NSWC PHD for ensuring US Navy Fleet issue reporting, tracking and support needs are addressed. Tasked with identifying solutions to improve the ability of the command In-Service Engineering Activities to provide support for systems NSWC PHD is responsible for. Supported the FAO mission as waterfront interface between the Fleet and the NSWC PHD ISEA engineering community.
