David led the global Operational Risk Management practice for PwC.

David led the consulting practice and was instrumental in rapidly growing the organization during his tenure. Conducted a PSM and Mechanical Integrity Audit for a lubricants plant. Facilitated numerous process hazard analyses (PHAs) for refining and pulp and paper clients. Helped clients to implement comprehensive process safety management systems.

Conducted workshop for CIO, EVP of Refining and Supply for Fortune 5 Energy client that included a vision for: EH&S management information system, enterprise-wide asset management, safe operating limits and envelopes, equipment health monitoring, alarm management, smart operating procedures, control of work, field mobility, leading and lagging indicators for process safety and enhanced decision support.Developed integrated asset-based loss prevention and management of change solution for 460,000bbl refinery. Solution geared toward reducing Lost Profit Opportunities (LPOs) on fixed and rotating assets including ability to intelligently link operating procedures to safe operating limits and triggering of events based on alarm exceedances.Conducted a needs assessment, system selection and implementation plan for a comprehensive process safety and reliability solution for 7 refineries, terminals and marketing.Worked with clients to develop a safe operating limit solution linked with recognized and generally accepted good engineering practices (RAGAGEP) based on incorporating predictive analytics that included a vision for equipment health monitoring.

Helped prepare a RCRA Part B permit application for a carbon reactivation facility required to comply with BIF rules (40 CFR 266) for thermal treatment of hazardous waste in boilers and industrial furnaces. Project manager for ambient air quality monitoring at a mine in Northern California. Provided summary of analytical results to client and air agency. Managed semi-volatile air testing at a gasket manufacturer using a system of evacuated tanks with rotameters as per EPA method 18. Performed field monitoring including methods: 1-4, 5, 12, 24 and 25A. Led stack testing team for numerous projects. Assisted in oxygenated fuels study to study the effects of oxygenated gasoline on particulate concentrations for a steel mill in Utah.

Additional engineering experience includes drainage design, storm water master plans, wastewater system design and inventories, construction cost estimating, flow modeling, bikeway and roadway design and in-plant engineering.
