I was responsible for coordinating and planning the SET business development activities and participating in marketing and proposal development activities. I was responsible for managing the six Program Managers, coordinating with upper management, and assisting in providing superior contract performance. Program Manager, October 2005-November 2007. As the Program Manager for the Solutions for Information Technology Support (SNITS) contract with the NOAA/National Weather Service (NWS), I led the performance of all tasks under this contract within planned cost and schedule requirements. I managed over 50 concurrent tasks staffed with over 70 engineers, software developers, and project control personnel, and 22 subcontractors on two subcontracts. I achieved the highest program and management task evaluations ever received on the contract and grew annual revenues by 15% in a declining NWS budget environment. An independent survey scored 6.8 out of 7.0 for customer satisfaction on the contract. I supported three proposal efforts with past performance and subject matter inputs and lead the successful SNITS recomplete effort under a new 8a prime contractor.

I managed 220 QSS personnel and 230 subcontractor personnel on 32 subcontracts. I advanced the profit revenue flow by four months by aggressive customer coordination of invoice payments for earned fee.Group Manager, Systems EngineeringAs Manager of the Systems Engineering Group, I led a team of systems and multi-disciplinary engineers working on all aspects of spacecraft flight and ground systems development and operations. I managed over 50 concurrent tasks staffed with over 115 engineers, software developers, and integration and test personnel, and 12 subcontractors on twelve subcontracts. I consistently achieved task grades over 98% and increased annual revenues from $16.4M to $33.2M during the five years of the contract. I participated in twelve business development activities including performing role of capture manager, volume manager, author, and reviewer. I served as the capture manager for the successful recomplete of a portion of this contract and was responsible for responses to the highly-scored seven sample tasks on the other portion of the recomplete.

I was part of a three person team that established a McDonnell Douglas office in Washington DC and served as the proposal manager in winning this contract. I was the Project Manager for the Space Station Studies contract with NASA Langley Research Center. We spent the ceiling of the 5 year contract in 2 years and won a successor contract. I served as both capture and proposal manger on both the initial and successor contract wins. BRANCH CHIEF My group of 65 engineers supported the Flight Dynamics Branch at NASA JSC. These tasks included performing Shuttle orbital flight design for attitude and orbit profile determination, rendezvous and proximity operations planning, consumables determination, and power and thermal systems analysis.I served as proposal author and reviewer for two procurements.Section Chief My group of 32 engineers supported the the Powered Flight Guidance Section at JSC. These tasks included developing Shuttle guidance, navigation, and control system (GN&C) algorithms; translating these algorithms into flight and ground software requirements; and verifying their proper implementation. Additional work included the integrating guidance with other system elements; coordinating with the software development contractor, mission support personnel, and crew members; and real-time mission support and post-flight analysis. I supported the Guidance Officer in the Staff Support Room for the first Shuttle launch. I served as proposal author for three procurements.Engineer / Group engineer Performed Saturn and Delta flight dynamics and mission planning and advanced studies for NASA and Air Force projects.
