I'm a statistician and data scientist specializing in computation and quantitative methods. Currently, I'm the Director of Statistics and Data Science at the UCSF Benioff Homelessness and Housing Initiative. I lead a team of eight other statisticians, epidemiologists and data scientists. As a statistician, my academic training, and research background has focused on issues of causal effects in observational studies and non-experimental settings, where randomized controlled studies are not possible. My methodological expertise spans computation and quantitative methods, administrative dataset analysis, large-scale study design, machine learning techniques and other advanced quantitative research methods.I have primarily applied these techniques to issues of public policy. Before transitioning to the UCSF Benioff Homelessness and Housing Initiative, I was a lead quantitative researcher at the UC Berkeley Center for Labor Research and Education. I have dedicated my career to improving the health of vulnerable populations such as persons experiencing homelessness, low-wage workers, undocumented children, and uninsured individuals and families. I am particularly interested in the intersection of health, labor, homelessness and policy, and in opportunities to draw meaningful conclusions about which policy interventions are effective at addressing these pressing issues.

Director Of Statistics And Data ScienceUcsf Benioff Homelessness & Housing Initiative Mar 2020 - PresentSan Francisco Bay AreaI lead a group of eight statisticians, epidemiologists and data scientists at a UCSF housing and homelessness research center addressing one of the most critical issues in California, and nationwide. At any given time, our team is engaged in 40+ different academic and policy research projects, working with dozens of principal investigators and lead authors. Along with managing the quantitative team, and participating on the leadership committee of the organization, I provide statistical consultation on numerous projects, mentor quantitative analysts, post-docs and early career faculty on statistical methods and conduct data analysis in R, SAS, Stata and Python.• Awarded annual Excellence in Leadership for SF General Hospital Department of Medicine.• Supported state and local governments with analysis of housing and medical data during the first year of the pandemic.• Led sampling design of a groundbreaking survey of people experiencing homelessness.• Coauthor of 19 publications and policy reports published or in progress.• Consulted on dozens of other projects leading to publications or analysis for health and housing agencies.• Worked with data engineers, data scientists, informaticians and clinicians at UCSF, and partner with outside agencies. -
Statistics And Methods Research SpecialistBerkeley Center For Labor Research And Education Aug 2017 - May 2020Berkeley, California, United StatesProvided statistical consulting and led data analysis on public policy research projects, analyzing the impacts of legislative proposals on working families in California and across the U.S. Translated policy proposals into concrete, measurable estimates of the impact on the affected population.• Coauthor and primary data analyst on over 40 policy reports and academic publications.• Mentored early career programmers and analysts in software and statistics.• Led Python programming team to create the California Simulation of Insurance Markets (CalSIM 2.0), an updated healthcare microsimulation model I originally programmed.• Drew from a number of statistical areas such as modeling, survey design, stochastic processes and machine learning.• Programmed in depth with software R, Python, SAS, Stata. • Utilized Git, Linux environments, high performance computing.

Ph.D. Student, Graduate Student ResearcherUniversity Of California, Berkeley Sep 2012 - Aug 2018Berkeley, CaWhile working as a statistician at the Labor Center, I completed my PhD, primarily on causal inference in experiments and secondarily on machine learning techniques to improve turnout in get-out-the-vote campaigns. The dissertation addressed causal inference issues pertinent to large scale human subject experiments, which complicate estimating treatment effects such as multiple treatment levels, noncompliance to experimental protocol and interactions among subjects. -
Statistician And Statistical ProgrammerBerkeley Center For Labor Research And Education May 2006 - Jul 2017Berkeley, California, United StatesLed data analysis on public policy research projects, analyzing the impacts of legislative proposals on working families in California and across the U.S. Translated policy proposals into concrete, measurable estimates of the impact on the affected population.• Led data analysis for dozens of policy reports and academic publications.• Developed a healthcare microsimulation model, CalSIM, which became central to inform the coverage expansions in California that began with the Affordable Care Act.• Lead analyst of report showing minimal investment could provide health insurance for 750,000 undocumented immigrants in California. Report was central to passage of Senate Bill 1005, the Health for All Act, which expanded Medicaid to these state residents.• Lead analyst of report showing low wages to restaurant workers tied to participation, and public cost of safety net programs. Report noted during NY and CA increases to minimum wage.• Programmed in depth with software R, SAS, Stata. • Utilized Git, Linux environments, high performance computing.
