Counseled technology clients in a variety of regulatory, legislative, and policy areas, including access to and openness of networks, competitive availability of set-top boxes, media and telecom industry mergers, spectrum regulation, regulation of IP-based services, and unlicensed wireless devices. Provided legal and strategic advice, regularly working with coalitions of companies, trade associations, and public interest organizations to advance client interests. Provided strategic legal, policy, and tactical advice to and drafted statutory language for Internet companies seeking open Internet rules. Drafted amicus brief in support of FCC’s Open Internet rules. On behalf of a pioneering voice-over-IP company, drafted a petition and advocated for wireless networks to be open to any device and any application.

Taught Telecommunications Law and Policy and Competition Law at India’s flagship national law school. Developed syllabi for classes not previously taught in law school in India. Spoke at the Indian Institute of Management, Bangalore, on the Introduction of competition law in India, and at Infosys Technologies Ltd., India’s largest IT company, on management of intellectual property.

Represented clients in front of the FCC, prepared written submissions, wrote legal memoranda and provided informal advice on a wide variety of communications regulatory matters, including spectrum policy, competitive access to directory assistance, universal service funding, TV station ownership, satellite earth station licensing, and political broadcasting. Advised venture capital and investment firm clients regarding regulatory and legislative developments related to the wireless telecommunications industry. Advised non-governmental organizations and government agencies on draft media and information laws in Macedonia, Serbia, Iraq, and Indonesia.Advised a large software company regarding software-related intellectual property issues, and represented clients on intellectual property matters relating to software and telecommunications patents, including drafting patent applications and responding to U.S. Patent Office actions.Served as coordinating editor of Covington & Burling treatise, E-Commerce Law & Business (2003); co-authored chapter on liability for Internet content. Co-authored a white paper on background and future of spectrum policy, Prospects for U.S. Spectrum Management (2002) (Co-authors Ellen Goodman and Stan McCoy).

Examined patent applications relating to telephone equipment by researching prior art and applying patent laws in written responses to applications.
