Assigned to the EDMS Application Development Area as part of the Managed Maintenance contract for the Pennsylvania Department of Transportation (PennDOT). Primary responsibilities were as tech lead for the team, with primary development responsibilities in the asp and Visual Basic technologies and database administration. Primary point of contact support for the Safety and Crash EDMS systems, with secondary support roles for the Highway EDMS area. The Safety EDMS system is a search and retrieval system for Driver and Motor Vehicle documents, with sources ranging from mainframe generated content to vehicle documents sourced at dealerships, scanned through integrators and imported through custom software created/maintained by the EDMS area. The Crash system is a two-tiered architecture which encompasses scanning; electronic data capture (EDC), validation and image archival.Considered the Subject Matter Expert (SME) for EDMS Foundational portion of a redesign process for the Safety EDMS system. Responsible for identifying all environmental specifications, capabilities and requirements of existing system. Attended meetings with leadership of PennDOT and outside consulting firm for design of new solution. Responsible for review of/commentary on technical design documents created by assigned consulting firm. Designed and led a project to develop a cross-platform messaging application which allows our client/server area to provide information to our end users and to logically disable functionality via this messaging platform. Developed an xhtml compliant online message editor which makes heavy use of ajax, soap and rpc to create the messages without requiring the end user to develop html coding. The editing application is designed with ajax principles in mind where the application is not crippled when using a limited functional browser. Enhanced existing API functionality within our java framework to provide expanded functionality to our external partners.

Lead web designer/developer for the Document Logistics Warehouse (DLW), a thin-client implementation of the ePower Framework Edition Electronic Files System created for the Nuclear Reactors Supply Chain Management Directorate of the Naval Inventory Control Point in Mechanicsburg. Responsibilities include interface and graphic design, back-end coding to control access, index verification, searching, quality assurance and retrieval of the documents indexed into the system. Analyzed database structure for default ePower product to accommodate custom application needs for DLW. Created mockups for initial approval, and used a customer iteration process to create the final design which was implemented to the client’s satisfaction. Developed tracking reporting facilities to allow the customer to track efficiency and accuracy of sub-contractors during the initial back-file conversion. Aided customer in establishing the system environment to ensure it met established government security protocols for access and confidentiality levels required due to the data being kept on the system. Assigned to the maintenance team for the NBS system for the Naval Supply Systems Command. Responsible for analysis and coding of changes as specified by the financial analyst and/or Naval Client.

Project-based consultant, mostly for conversion efforts, concentrating on developing methods to convert data from legacy systems into newer technology. Worked heavily with clients to ensure usability of newer processes and that no critical functionality was lost.Aug 2002-Sept 2002- Assigned to an “in-house” project to develop a FileNET add-on intended to allow for rapid return on investment. Responsibilities included creation of ASP scripts to access FileNet Web Services and return properties from various methods back to a calling Java stub via XML. Jan 2002-Aug 2002 - Assigned to the PennDOT UR-EDMS project. Responsible for importing data from four different mainframe DBMS into SQL Server. Aided in initial database design. Developed COBOL code/JCL scripts to extract and FTP mainframe data to EDMS servers. Developed Visual Basic code to import data from FTPed files into the main SQL Server database. Jan 2001- Jan 2002 - Assigned to the EDC project for DOR. Responsible for analyzing a Meta-COBOL tartan-based mainframe system to establish processing requirements for new Formware-based forms. Designed jobs in Formware 3.5 and wrote Visual Basic applications to supported requirements. Provided production support for users on new jobs. Modified/tested ASP pages for use in system maintenance and reporting systems.Jan 2000-Dec 2000 - Assigned to the Air Information Management System (AIMS) conversion project for DEP. Responsible for testing of all Y2K changes, specifically in the batch environment.

Responsibilities included analyzing and creating program specifications for medium to large projects based on user specifications which were then passed to the more junior members of the staff, who then made the necessary changes and performed necessary testing under my supervision. Created and/or changed both batch and CICS COBOL II programs for use in the 300+ program system. April 1994 - January 1995 - Assigned to the Integrated Modernization Information System (IMMIS) task for Defense System Command (DESCOM). Actively participated in the upgrade from the System 20000 hierarchical database to the Datacom/DB relational database. Responsible for testing and documenting existing system modules for enhancements on system standardization, and to fulfill requirements of system change requests for the project. Responsible for the upkeep and administration of the Datacom/DB databases, ensuring the data definitions were kept consistent with the S2K databases being used in the production region.November 1993 - March 1994 - Participated in all phases of upgrading previously converted software and developing of new software to provide the National Guard Aviation Classification and Repair Depots (AVCRAD) with an Automated Roundout Maintenance Management Information System (ARMMIS). Responsibilities included modifying and developing source code in COBOL and C to be compiled and run under UNIX/XENIX and AIX/UNIX. Tested existing program modules for enhancement on system standardization and worked with client personnel in software and hardware troubleshooting. Developed, tested, and documented new program modules for use both in the ARMMIS system and on the operating system level. Traveled to field sites to assist in the installation and system administration training for the project.
