Waste Resources is the franchise waste hauler and recycler in the Cities of Gardena and Lynwood, serving customers throughout Los Angeles County, plus we operate our own transfer station and material recovery facility (MRF). My role is to take the lead in the expansion / renovation of the MRF (while developing waste-to-energy conversion technology pilot programs), and to help the hauling business with its franchise contracts, government relations, recycling compliance reporting, and EH&S.

For cities and counties throughout the state of California provided environmental services, including sustainability, AB 939 compliance services, training and public works program management. Reduced disposal by approximately one-third in cities of Livermore, Gardena, and Lynwood. Program Manager for the Los Angeles County DPW Smart Business Recycling Program, a multi-year $800,000 technical assistance program serving over 20,000 businesses in county. In 2008, after 5 years of outreach this program reported 110,000 tons waste diversion. For NBC/ Universal Studios prepared their first-ever waste audit, and kept the studio in compliance with state and local regulations. Rolled out franchise residential and commercial food scrap collection for composting programs in Alameda County. Helped City of Los Angeles implement Zero Waste Plan, develop LARA regional agency, train city staff, and prepare LEA's Enforcement Program Plan. Designed, permitted, and developed transfer stations, MRF's, and hazardous waste collection facilities.

Prepared over 100 NEPA and CEQA environmental planning documents for government and industry. Led Los Angeles County’s Yard Waste, Compost, and Gardening residential outreach program, a multi-year $700,000 contract, and doubled workshop attendance for this public education program.

Long Beach, California, Us

Led innovative Waste Generation Study testing U.S. EPA and state CIWMB guidelines and methodologies for measuring recycling, disposal, and waste minimization. Provided CEQA, solid waste, AB 939 compliance, and field engineer services for municipalities and industry.

Led public/private partnership between City of Thousand Oaks and GTE as Program Administrator for the Thousand Oaks Environmental Business Cluster (TOEBC). This was a unique 2-year business incubator program in which we worked with industry leaders worldwide to evaluate, promote, and develop innovative technological applications (fuel cells, waste conversion, sustainable agriculture). Contributor for several publications and technical studies including the RAND Study of Sustainable Economic Development and Emerging Environmental Technologies for the President of the U.S. Council on Sustainability in 1997. Developed 15 companies and 40 local jobs. Conducted research for UCLA on waste reduction practices in the Los Angeles business community. Represented the City of Thousand Oaks at public events and on several committees.
