Jacobs, 2006 - Present, Project Director / Programme Manager / Senior ConsultantAs Project Director, David has been responsible for the delivery of a number of key projects and was heavily involved in the strategic development of the Dublin Metro project, assisting in the development of the overall construction and procurement of the project. He was then responsible for the delivery of the Stirling Alloa Kincardine project and is currently Project Director for the Manchester Metro Phase 3 extension.Manchester Metro Phase 3, 2008 to date (c£1B cappex)David is the Project Director for the multi-discipline design team, responsible for the design element of the design and construct contract. The project comprises 40km of new tram system and some 30 stations. This is a complex project with upward of 350 designers working out of 17 different offices at its peak, some 40,000 different deliverables and 10,000 separate reports being developed and delivered in a design period of some 30 months. This included numerous significant structures, cut and cover tunnels and a significant number of third party accommodation works.

Dublin Metro North 2006 – 2007 (£3.5B)David is responsible for the development of an overall construction strategy for the project with specific focus on the 20Km of twin bored tunnels and the subsurface stops, specific interfaces with utility diversions, geographical constraints, possible locations of the work sites, mitigation of significant logistical problems and potentially major traffic congestion. In addition material handling and the supply chain were considered as part of the overall strategy. All of this was linked to environmental constraints and other third party requirements.Stirling Alloa Kincardine and Linked Improvement Project, 2007 – 2008 (£95M)David was NEC 3 Project Manager for the client organisation, with responsibility for the supervision and administration of the construction contract. This was a multi-disciplined design and construct package for 23km of new railway with tie-ins at each end to existing Network Rail Infrastructure. This project was subject of a separate Bill and required significant input to the Parliamentary Process, removal of objections and the resulting myriad of third party accommodation works that resulted from the Bill.

Managed a Construction team looking specifically at the constructability issues for the project, this involved significant input into the Utilities diversion strategy, stay current issues agreement with all of the Utilities Companies to appoint a single source contract for diversions. Investigation of various high output on street construction methods comparing systems from Europe, Australia and the USA to drive an ambitious outline construction programme.In addition acted as expert witness on a number of issues through various Parliamentary process’s and assisted in negotiations with various third parties on the resolution and removal of Formal Objections and the development and agreement of preconditions with the likes of Network Rail, First Scotrail, ORR and British Telecom amongst others.
Investment Manager
David was responsible for the successful delivery of the Train Protection Warning System (TPWS) Project in Scotland and also the Edinburgh Waverley Re-signalling Project.Train Protection Warning System (TPWS) Project - £80mDavid was recruited by Railtrack to head up a recovery programme for the strategic delivery of this project. This project covered the whole of the network route length in Scotland, and required a significant amount of possession planning and interface and management with the rest of the Operation Rail Team. Some 4000 separate ROR possessions and a significant number of disruptive blockades. This project was delivered on schedule and under budget. Edinburgh Waverley Re-Signalling Project - £35mWhilst heading up the delivery of the TPWS Project, David was asked to take charge of the Edinburgh Waverley Re-Signalling Project. This was a project which renewed the old RRI signalling system and introduced four SSI interlocking. This project had some 700 disruptive possessions and around 1200 rules of the route possessions and involved a huge amount of interfacing with Operations and other interested third parties. The project was commissioned on schedule and c£6M under budget.
Managing Director
I was appointed to provide the impetus for a new organisation, and to develop the processes and procedures required for a new company, which included the development of a Contractors Assurance Case, Link Up approval as well as various vendor approvals. I Was also a key influence in developing a training matrix linked to competency assessments.
