As a Senior Leader within USAMRAA, I am responsible for overseeing the daily operations of a Grants Division composed of 70 federal staff members including 5 supervisors. I ensure proper facilitation and successful execution of over $1.6 Billion in medical research and development actions annually. I ensure all award actions are carried out in accordance with federal regulations and fiscal law.I place emphasis on operational efficiency and maximizing internal resources to ensure successful outcomes. I ensure Army, DoD, and DHA customer requirements are successfully executed at the preaward, post-award, and closeout phases of the Grant, Cooperative Agreement, and Other Transaction Agreements for research (rOTA) life cycles. I foster a positive and collaborative operational environment that places emphasis on talent management, critical thinking, and innovation. All aspects of my duties are executed in accordance with my organization’s strategic initiatives, vision, and priorities.

As a Branch Chief within the Grants Division, I supervised a team composed of 12 Grants Professionals. I assigned workload, oversaw training, and ensured that all award actions were executed in accordance with internal policy as well as the Uniform Administrative Requirements, Cost Principles, Audit Requirements for Federal Awards (2 CFR 200), and the DoD Grants and Agreements Regulations (DoDGARs). As Grants and Cooperative Agreements vary by mechanism and complexity, I was responsible for providing situational and regulatory guidance to staff to ensure the Federal Government is receiving the best outcomes within regulation. I played an essential role with personnel and hiring actions within my organization. I am proficient with reviewing resumes, coordinating & conducting interviews, writing selection memos, and selecting quality candidates to fill vacancies. I advised and communicated with senior leadership on all matters related to processes and procedures for Grants operations pertaining to the negotiation, administration, and closeout stages of the award’s life-cycle. I frequently represented my organization at conferences or meetings and provided guidance on the procedural or regulatory aspect of developing mechanisms for future Program Announcements. I also provided training sessions for internal and external stakeholders on matters relevant to my organization's processes and procedures related to Grants Management. I assisted Army customers with defining requirements and advised them on the most appropriate vehicle and mechanism in which to build their Program Announcements (PA). I was responsible for coordinating review of the content within the PA to ensure compliance with regulatory requirements prior to posting to Grants.gov. I place emphasis on fostering collaborative, healthy, and professional relationships with these departments, my staff, and senior leadership in an effort to maximize successful outcomes for duties executed by my Branch.

I oversaw a complex portfolio of grants and cooperative agreements related to scientific research. I ensured compliance and responded to all inquiries and issues related to these grants from other offices within the NIH and to outside entities as well. I reviewed both competing applications and post-award progress reports, as well as provided review of requests which required prior approval. Thorough and comprehensive review is required to ensure that all human, animal, personnel and budgetary issues are in compliance with the NIH policy. I demonstrate strong analytical critical thinking, and problem solving skills during negotiations, ensuring that appropriate alternate courses of actions are presented. I ensured that all options being considered and discussed were consistent with the goals of the NHGRI, NIH, HHS, and federal policies. All prior approval requests are considered through policy reference, negotiation and the best interests of both the grantee and the NIH. Correspondence related to these inquiries are provided in writing with justification or clarification attached.I have maintained several complex programs and clinical trials totaling up to twenty five million dollars annually for research related to Genomics, Lung, and various Mental Health diseases and disorders. Aside from the duties required within my portfolio, I have presented numerous training seminars to fellow grants management staff on several topics related to Grants policy, i.e., Small Business awards and Change of Institution policies and procedures. Most recently, I have served as an instructor of several topics in the Grants Management Orientation Program which is an NIH wide course required for all new Grants Management Specialists.All of the above stated duties require an advanced knowledge of Federal Cost Principles, NIH policy and the most current version of the Grants Policy Statement.

As a Program Healthcare Analyst in the Healthcare Support Services Office at the Naval Medical Logistics Command, I worked with Contracting Officers (KOs), Contracting Officer Representatives (CORs) and Contract Specialists to assist Military Treatment Facilities with the management of personal and non-personal services contracts. I developed requests for procurement, statements of work, independent government cost estimates (IGCE) to ensure the government was receiving fair and reasonable pricing and task order procurement requests. I analyzed proposals submitted by various contractors interested in providing contract services for the Navy. As a part of my analysis, I review the offeror’s management plan and past performance. I assign a rating to each contractor based on a level of risk to the government. This rating is inclusive of a written summary giving justification to my conclusions. I also perform economic analysis and conduct market surveys in order to preclude healthcare delivery shortfalls and ensure the best value to the government. I documented, analyzed and sought corrective action on events that occurred during the design and implementation of healthcare contracts. These actions are used to provide a “lessons learned” summary to implement for the development of future healthcare requirements. As the Technical Analyst for the Southwest region, I frequently travel to military treatment facilities in California including: San Diego, Camp Lemore, Camp Pendleton, Twenty Nine Palms. These onsite visits greatly enhanced communications between contract staff and the treatment facilities, improve staff relations and provided valuable insight into site specific needs.
