Dave Ryan provides strategic guidance and oversight for the satellite system design, fabrication, test and operations of Viasat’s highly-technical and complex global satellite constellation roadmap. In addition to leading overall spacecraft development, Ryan also leads the teams focused on satellite and launch system procurement and partnerships.

Mr. Ryan provides strategic guidance and satellite system design, fabrication, test and operations support. He also provides program management and strategic guidance working with government and commercial customers.

Mr. Ryan reviews and recommends company mission, strategy and goals; business and program execution; business development strategy; financial and contractual guidance.

Mr. Ryan was a Board of Directors Member and Mentor helping small San Diego area companies to achieve their strategic goals.

Before his retirement from Northrop Grumman in 2014, Mr. Ryan was Sector Vice President and General Manager of the $1.3B Intelligence Systems Division of Northrop Grumman's Information Systems Sector. That division provided specialized systems and services to the U.S. intelligence and defense communities. Previously, he was Sector Vice President of Business Development for the $9B NGIS sector. In this role he leveraged best practices and dramatically increased the sector’s capture rate. Previous to that position, Mr. Ryan was Sector Vice President and General Manager of the Civil Systems Division of Northrop Grumman’s Space Technology sector, responsible for executing on all civil space programs, including the James Webb Space Telescope. Leading to that position, Mr. Ryan was Vice President and Program Executive of the National Polar-Orbiting Operational Environmental Satellite System (NPOESS) program. At that time, NPOESS was Northrop Grumman’s largest contract (>$10B). Before that he was the sector’s Vice President of Payloads and Sensors, leading development and implementation of the sector’s airborne and space sensor and payload strategy. He also led all subcontract management for that sector.

Mr. Ryan was responsible for all aspects of leading one of the world's largest manufacturers of commercial and government satellites with sales of ~$2B/year and a satellite delivery rate of ~1 every month.

Mr. Ryan was Deputy General Manager of the $4B Boeing’s Space and Intelligence Systems Division, Vice President and Deputy Program Manager for the National Reconnaissance Office’s Future Imagery Architecture during the program’s first three years, Vice President and Deputy General Manager of the Boeing’s Satellite Systems Division where he was responsible for a number of military satellite programs such as the Global Positioning System (GPS), and Vice President of commercial satellite ventures including Teledesic (a very large, low earth orbit satellite internet commercial venture).

Mr. Ryan has extensive experience designing and operating satellite systems for TRW with technical training in telecommunication systems engineering, program management, and satellite/electronic systems technology, design, integration and test. He also has extensive knowledge in satellite subsystems as well as technology development for satellite bus, payload and communication systems.
