Manage civil engineering, right of way, and environmental services provided to O&M’s five field divisions through subordinate CES branches and specialists. Program Manager for the State Water Project (SWP) Dam Safety, Perris Dam Remediation, and Aquatic Nuisance Species Surveillance and Management Programs. Responsible for managing regulatory compliance with DWR’s Federal Energy Regulatory Commission hydropower licenses and the State’s Division of Safety of Dams. Provide leadership and resources to assist the development and implementation of O&M’s risk-based Asset Management Program, which includes the incorporation of sound and objective infrastructure condition assessment practices. Participant on O&M management team tasked with developing and integrating the SWP Strategic Plan and Asset Management Program with improved project management practices.

Responsible for coordinating, scheduling, budgeting and allocating resources, administrating, implementing, and the overall technical integrity of the design and construction of Phase I of the $125 Million project (14 equipment and construction contracts), and Phase II planning. The work was accomplished with input from the client water agencies, multiple DWR Divisions, local public works departments and utilities, and public response. Also responsible for assuring compliance to environmental laws, securing the necessary permits, utility relocations, and obtaining the right-of-way to facilitate timely completion of the work. Provided technical presentations and progress reports to the Department’s Executive Managers, the State Water Contractors, and presided over public meetings.

Managed program planning activities associated with the storage and conveyance facility evaluations in Phase II of the CALFED Bay-Delta Program. Work included feasibility analyses, cost estimates and implementation strategies for major storage and conveyance projects. Also managed special studies used to support impact analyses for such facilities, as well as for CALFED’s Common Programs.

Group Leader of a multi-discipline design staff on the East Branch Extension Project Team. Provided the management and direction for electrical, mechanical, and civil engineers, architects, and contract administration staff assigned to design the three EBX pump stations. Work included the preparation of preliminary plans, field investigations, Supplemental EIR documents, design criteria, and final plans, specifications, and cost estimates. Participated in meetings with, and made technical presentations to the State Water Contractors and their consultant on project status. Managed costs and project schedule used to measure performance and escalate deviations that may affect project completion.Program Manager for the Line Management and Overhead Work Authority in the Design Office; prepared budgets and monitored expenditures; coordinated and analyzed workload projections to assure timely and cost effective completion of work; prepared and administered Department service contracts.

Design Engineer for major power and pumping plant facilities of the State Water Project.

Hydrologist responsible for Northern and Central California river flood forecasting; development of computer simulation models used to predict river stages and flows; developed data collection routines to be incorporated with the statewide microwave network of climate stations and river gauges.

Responsible for coordinating special programs involving planning, design and construction of additions and major modifications to the State Water Project. Activities include negotiating agreements for program approval, cost allocation, and repayment; providing liaison among the various participant DWR divisions and the State Water Contractors throughout the life of the program, which includes setting, leading and participating in negotiations and discussions between DWR and the client State Water Contractor(s); developing and implementing improvements to support Program Managers in the initiation and management of SWP funded programs.
