In situ chemical and biological treatment technologies are effective when amendments are successfully emplaced in contact with the contaminant mass. The leading causes of ineffective remedy performance are failure to adequately characterize the site, failure to account for contaminant mass storage in low permeability zones, and failure to effectively distribute amendments in low permeability materials. The focus of this Tech Reg document is on remedial design characterization and the application of in situ technologies where biological and / or chemical amendments are distributed in the subsurface to treat targeted contaminant mass in porous media and fractured rock. Emphasis is given to understanding:1. geologic and hydrogeochemical data needs (i.e., remedial design characterization);2. spatial distribution of contaminant mass storage in low permeability material; 3. developing emplacement strategies to improve amendment distribution; 4. iterative and adaptive refinement of amendment selection, dose, and delivery; 5. performance metrics necessary for successful in situ remediation programs;6. recognizing when to transition to monitored natural attenuation or an alternate remedy, which may require additional treatability or pilot testing; and7. regulatory perspectives and community considerations.

Many challenging remediation sites have contamination present in fractured and weathered crystalline and sedimentary bedrock. Characterizing and conducting environmental remediation in fractured bedrock is challenging because fate and transport is complex, especially as compared to the better understood fate and transport in unconsolidated soil and groundwater systems. The goal of this project is to provide technical and regulatory guidance and internet-based training for regulators, the regulated community, remediation practitioners, and other stakeholders that will aid in the selection of appropriate characterization tools, techniques (e.g., geologic, hydraulic, and chemical) and remediation technologies appropriate for common and emerging contaminants infractured bedrock settings.

Understanding the complexity of subsurface geologic conditions is paramount in improving DNAPL site characterization. This guidance document reviews the current knowledge of DNAPLs and their subsurface contaminant behavior. Using an integrated site characterization (ISC) approach, under which data of adequate resolution are collected to fully characterize a site, this new guidance describes how data can be aligned on contaminant distribution with site geologic heterogeneity and groundwater flow conditions at a spatial resolution appropriate to the site-specific remedial objectives. Thus, with the current understanding of subsurface contaminant behavior, both existing and new tools and techniques can be used to measure physical, chemical, and hydrologic subsurface parameters to better characterize the subsurface.
