I served as the Logistics Team Lead and am responsible for conducting analyses of Air Force logistics, maintenance, supply, facilities, and infrastructure issues and related analyses linked to Air Force operational readiness. I performed a variety of logistics, maintenance, supply, facilities, infrastructure analytic functions involving formulation, execution, and analysis of capability, capacity, and risk for substantive programs and support activities. I developed strategies for Air Force current operations and successful execution of the President’s Budget. I provided technical insight and independently resolve problems and issues involving the development of mathematical models and computer programs to evaluate and predict the ability to support assigned missions for all AF capabilities, service core functions, and mission design series. I maintained a continuous liaison with other air staff, MAJCOMs, other service headquarters counterparts, and DoD offices to integrate AF PPBS, Congressional and A3/5 support actions. I led a logistics team that analyzes and evaluates effects of high-level decisions/impacts (Presidential, Congressional, OSD, JCS/JS) on AF funding and programming strategies and the ability to meet directed fielding requirements for near and long term planning and integrates this analysis into predictive readiness models, processes, and other analytic products.

I served as the Deputy Program Manager and Quality Assurance (QA) Chief for the ASD (AT&L) Modeling and Simulation (M&S) Special Reports, M&S Governance, M&S Enabled Experimentation for Combatant Commands, and M&S Education and Training contract. I was responsible for providing hands on support and direction wherever and whenever required in direct support of the Modeling and Simulation Coordination Office (M&SCO) and the Alion Program Manager (PM). I represented the PM at meetings and conferences and serve as the PM in his absence. I am responsible for implementing the Quality Assurance Program (QAP) in accordance with M&SCO organizational guidelines for this contract. I provided research and development (R&D) as well as advisory and assistance services in support of M&SCO's R&D programs that will continue M&SCO's mission in the areas of Strategic Outreach, Quality Assurance, Strategic Analysis, Strategic Planning (enterprise and community), M&SCO Information Enterprise, High Level Architecture (HLA) Compliance Testing, Modeling and Simulations Catalog data collection and sustainment, Verification, Validation, and Accreditation, The Technical Cooperation Program (TTCP) support, and Special Project Support. I promoted the exchange of technical information throughout DOD's research, development and acquisition communities. I directed and led a team of M&S Subject Matter Experts responsible to access, acquire, collect, analyze, synthesize, generate, and disseminate scientific, technical, and operational support information in the DoD modeling and simulation community. I perform technical evaluations and costing proposal reviews. Additionally, I provided key Business Planning and Accounting support for the budget planning cycle.

Responsible for providing support and direction where and when required in direct support of the MSIAC Director. Promoted the exchange of technical information within the MSIAC subject areas throughout DoD’s research, development and acquisition communities. Directed and led a team of M & S Subject Matter Experts responsible to access, acquire, collect, analyze, synthesize, generate, and disseminate scientific, technical, and operational support information in the DoD modeling and simulation community. Served as the MSIAC Total Electronic Migration System (TEMS) QA, attended the annual workshops and participated in monthly TEMS conferences. Served as the MSIS registrar. Supervised the transition of the M&S Enterprise Catalog from prototype to operational. Assisted the software engineering team as the MSIS Registrar to create the software schema necessary to compile and upload the MSIS resources to the M&S Catalog monthly. Supervised the collection and distribution of High Level Task (HLT) deliverables, ensured backup support and no loss of continuity for the M&SCO customer. Immersed into the High Level Architecture (HLA) compliance testing processes and served as a mentor to the SME and task leaders. My expertise and early subscription to the DTIC automated services enabled the TEMS process and Scientific and Technical Information (STI) submission team to effectively gain access to effectively submit MSIAC products. Led the effort that introduced the automated JTrac tool, an open source and highly customizable issue-tracking web-application. Provided operational and technical guidance to MSIAC staff in support of the organization's current and emerging tasking’s. Represented the MSIAC Director at meetings and conferences. Responsible for the management and development of this decision support, modeling simulation tool that allows the Air Force to examine and analyze; instantaneously, current, past, and future USAF combat readiness by unit, community and/or capability area. PRAS answers the readiness challenge by providing an integrated readiness view of present and future readiness, relate that view to the budget, and other key areas, and provide actionable indicators of change. Results: supported and answered the Air Force requirements, as well as Joint Staff and Congressional inquiries.

Led a diverse team of military analyst and software engineers responsible for the development of PRAS…formulated requirements and oversaw their merger into the analytical framework. Developed the predictive aircraft mission capability rate forecasting tool for the U S Air Force. Configuration Manager for the PRAS project. Served as the Program Manager and technical lead for the interactive 3-D training courseware and training system solutions for aircraft maintenance procedures to include analysis, design, development, evaluation and implementation.

Headquarters Air Combat Command, Logistics and Operations Consultant and Assistance Team (LOCAT) Chief:Apprised the Directors of Aerospace Operations and Logistics on overall unit readiness and ability to accomplish mission tasking for over 50,000 personnel at 34 Air Combat Command units. Developed strategies adopted by CEO to reduce excessive time in training as a boost to faltering promotion and retention of first-term personnel. Headquarters 4th Fighter Wing, 334 Fighter Squadron Chief:Directed and led 350 maintenance personnel who maintained, scheduled, inspected, and repaired 28 F-15E fighters. Led a hard-charging maintenance team that set the standard—best QA results for 9 consecutive months, lowest repeat/recur rates for FY94, “best seen” weapons safety program. Headquarters 4th Fighter Wing, 4th FW Quality Assurance Division Chief:Managed the wing aircraft quality assurance program. Monitored the qualifications of over 2000 personnel, 77 F-15E and 22 KC-10 aircraft. Headquarters 4th Fighter Wing, 4404th Fighter Wing (Provisional), 336th Fighter Squadron Production Superintendent: Organized the unscheduled/scheduled maintenance, flight line security procedures and flying operations for a fleet of 26 F-15E aircraft valued in excess of $1 billion. Led the first F-15E combat deployment, Operations Desert Shield/Desert Storm.
