This position is also responsible for oversight of the HR function and manages the DAS shared services relationship for HR. The Director of Operations is also responsible for the community college capital construction bond program including oversight, directing policies and procedures, direct Article XI-G bond sales for the agency on behalf of the community colleges, administering DAS Lottery bond sale proceeds for community college capital construction, and oversight of the administration of project management capital construction contracts. The Director of Operations is responsible for directing, supervising, overseeing, managing and monitoring the Department’s fiscal, budget, contracting, federal reporting, community college capital construction, and human resources. This position is part of the executive team for the agency. This position oversees agency policy, procedures, priorities and goals; ensures compliance with applicable federal and state laws and policies of the Department, State Board of Education, Higher Education Coordinating Commission and the Oregon Workforce Investment Board. This position has extensive financial accountability across the entire agency. The Director of Operations has signing authority and responsibility across the entire $748 million agency budget and is one of only three people with that authority (Commissioner, Deputy, and Director of Operations). This position is also only one of three positions that has Appointing Authority within the agency (Commissioner, Deputy, and Director of Operations). The Director of Operations has regular contact with legislature members and/or staff, community college business officers, boards and commissions, other state agencies and statewide workgroups.
